The New Mexico Department of Homeland Security and Emergency (NMDHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing terrorist attacks, and recovering from disasters regardless of cause.
Why does the job exist?
The HR Generalist for DHSEM provides comprehensive support to staff, supervisors and managers regarding job descriptions, recruitment, interviewing, hiring, equitable salary decisions, classification and compensation actions, specialized leave requests, and payroll. They will consult with the HR Manager regarding strategic planning and suggests policy changes as circumstances arise.

Minimum Qualification
Bachelor's degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Employment is subject to background check and is conditional pending results. Must possess and maintain a valid Driver's License with no limitations or restrictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Situations may warrant work in disaster field office(s) or a mobile operations center. Subject to recall during disasters and other emergencies. Work on weekends, holidays and shift work may be required during emergencies and/or disaster situations or as business requires. State travel may be required.

- Assist management with the generation and/or analyze requests for the creation, reclassification, and/or advertisement of positions.
- Ensure hire appointments and compensation actions are properly analyzed and vetted;
- Create job requisitions for posting; process applications through the proper procedure, determine candidate eligibility, and assist managers with interviews, if needed.
