The position provides oversight and direction to the Office of Human Resources' (OHR) Recruitment teams and the Classification and Compensation teams. As part of this oversight, this position ensures all of the department's recruitment activity, compensation plans, and changes to organizational structure are compliant with State Personnel Board Board rules, state and federal regulations.

Minimum Qualification
Bachelor's degree in any related field and seven (7) years of experience in human resource operations; recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Two (2) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years, to include two (2) years of supervisory experience, may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License and must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.

This position will be responsible for:
- Direct supervision of three HR Manager II's within OHR and ensures each team is operating effectively.
- Reviewing and approving classification and compensation actions in consultation with the HR Director.
- Provide the necessary support for the recruitment team and will monitor "time to hire" data to ensure HCA's recruitment process and procedures are efficient.
- Work with HCA leadership to enact organizational structure and compensation plans to ensure the department is situated to meet it's mission and goals.
