Why does the job exist?

The Information Technology Division (ITD) provides timely and cost-effective information technology services to the department, its programs, divisions, and offices. This support enables the department to fulfill the mission of the Health Care Authority (HCA) in an efficient and responsive manner, and ensures the HCA gains full benefit from its current and future investments in technology.

The IT Application / Release Manager - I will:
Manage staff in the day-to-day operations for functional area(s) of responsibility;

Hire and retain staff, guide in career coaching, personal development for direct reports and will be accountable for the performance of employees and;

Ensure work completion within schedule and constraints and;

Be accountable for multiple applications and application development teams.

How does it get done?

The IT Application / Release Manager - I is responsible for:
Leading and managing a technical group, including recruiting, training, development, performance evaluations, and fostering collaboration;

Addressing group process issues to ensure goal achievement;

Engaging business and technical leaders in identifying solutions, ensuring alignment with best practices for cross-functional implementation;

Overseeing planning, organization, and communication efforts to drive change initiatives;

Managing project schedules, budgets, and design constraints, while making decisions on analysis, design, and testing;

Approving technical changes and overseeing timelines, ensuring quality standards are met;

Ensuring security and compliance, stay informed on industry standards, trends, and regulations, and implement measures to monitor, detect, and address errors or issues;

Managing vendor relations, identify potential priority conflicts, and develop systems for reviewing large data volumes and translating reports into management presentations and;

Guide supervisors in implementing Human Reource (HR) policies and procedures, and evaluate performance both internally and externally to identify areas for improvement, recommending new guidelines or procedures as needed.

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and six (6) years of experience in software programming. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. At least two (2) years of which must be leading/supervising an applications development team.
Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
