The Finance Manager for the Motor Vehicle Division (MVD) plays a critical role in overseeing and directing the MVD Finance Management Unit. This includes comprehensive management of the division's budget, revenue reconciliation, procurement processes, grants, and contract administration. Additionally, the Finance Manager is responsible for managing human resource transactions, overseeing building leases, and ensuring accurate asset tracking and management.
This position requires a strategic approach to financial oversight, providing valuable analysis and data-driven recommendations to MVD Executive Leadership. The Finance Manager contributes to long-term planning and organizational improvements by identifying opportunities for greater efficiency, cost savings, and enhanced financial performance. This role is integral to the effective operation of MVD, ensuring financial integrity and supporting the division's overall mission and goals.

Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting. Some standing, bending and reaching may be required. Must be able to lift 25 lbs. Some travel may be required.

This position will be responsible for the following key job duties:
- Oversee the development, administration, and optimization of MVD¿s budget, which exceeds $36 million annually.
- Manage the collection and reconciliation of over $400 million in annual revenue generated through MVD transactions.
- Ensuring accurate records of all assets, proper management of 32 building leases, and compliance with state procedures for asset disposal.
- Responsible for financial planning and managing cash flow for both existing and future projects and improvements.
- Ensure that all financial activities within MVD comply with state financial regulations, policies, and procedures.
- Regularly provide financial analysis and data-driven recommendations to MVD leadership, contributing to strategic planning, resource allocation, and operational improvements.
- Lead and mentor the finance team, fostering a collaborative work environment while ensuring the team¿s growth and development.
- Proactively identify opportunities for cost savings, process improvements, and greater efficiency within MVD operations.
- Provide key financial oversight for capital projects, ensuring they are fully funded, completed on schedule, and within budget.
- Assess potential financial risks and develop strategies to mitigate them.
- Prepare comprehensive financial reports for MVD leadership, government officials, and other stakeholders.
- Collaborate with IT and other departments to improve financial systems, reporting tools, and technology integration.
- Oversee the administration of grants and contracts, ensuring proper allocation of funds, compliance with grant agreements, and timely submission of required reports.
