Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree four (4) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Working Conditions
Work is performed primarily in an office setting with exposure to visual/video display terminal (VDT) and extensive personal computer usage, some telephone usage, and extended periods of sitting. Some standing, bending and reaching will be required. Must be able to lift 50 lbs.
This is a fast-paced, dynamic environment with evolving priorities. Office-based with potential travel to various state agencies, field offices and external partner sites. Occasionally work extra hours, on weekends and holidays.

Why does the job exist?
This position serves and supports the NM Department of Veterans Services by providing IT Technology implementation, development and planning. This position will:
- Lead, plan and coordinate business and technical activities (e.g. application development, installing, configuring and maintaining servers, routers, firewalls, workstations, and network equipment).
- Establish, implement and enforce best practice standards, procedures and service levels to ensure that Operational and Service Level Agreements (asset, incident, problem, change, configuration, service level improvement, reporting, monitoring incident responsiveness, etc.) are met.
- Lead the vision and strategic direction of IT service and delivery, including the IT service desk, IT desktop support, security, system administration, and network operations aligning with the agency's goals and the state's overall objectives.
- Lead the IT Service Management systems which include the planning and provisioning of the information technology utilized within the department by providing leadership within the industry on the identification of future trends (e.g. technical, market, industrial, socioeconomic, legislative).
- In conjunction with other IT functional area management, influences the planning and management of new technology implementations, including deployment of physical equipment, capacity planning, cloud strategy, operationalization of new processes and SharePoint management.
- Ensure that IT service delivery is monitored effectively and directly influences the allocation of resources necessary to maintain service delivery plans to ensure continuous alignment of services to requirements and increase predictability.
- Supervise a staff of at least two employees to include the mentoring, development, training and completing the required SPO evaluations and assessments.
This position will be responsible for:
- Daily supervision and oversight of activities of IT staff at various locations.
- The day to day delivery of Information Technology System Services for the NM Department of Veterans Services.
- Develop and manage the costs analysis for the IT Department's tools, services and equipment.
- Update and maintain the IT strategic plan for the agency.
- Develop and implement IT Systems policies and procedures.
- Standardize configuration and deployment processes for all IT equipment
- Oversee the overall IT Service Management Delivery and IT Infrastructure Management Service.
- Ensure agency is compliant with all State, DoIT and Security requirements as it relates to IT.
- Provide reports and updates to ASD Division Director and agency leadership on a regular basis.
- Manage all IT requests and issues to determine the appropriate action.
- This position will actively participate in the agency's annual audits both internal and external.
