Why does the job exist?
The Office of Broadband Access and Expansion (OBAE) is administratively attached to the Department of Information Technology (DoIT). OBAE has been created for 3 separate programs which include the governmental entities and private entities, Tribal Grants to support Broadband deployment and support of school broadband.
How does it get done?
This position will do the following :
- Mange the vendors and contractors and Internet Service Providers
- Negotiate with vendors and contractors to reduce costs
- Monitor project performance, schedule and budget
- Manage project execution
- Ensure project status documentation is updated regularly and present project status to leadership regularly
- Successfully manage stakeholders including but not limited to, State and local governments, Federal government, Tribal governments, private citizens, under-served and underrepresented populations and communities, non - profits, Internet Service Providers, other businesses, schools and healthcare industry
- Ensure Tribes are consulted on rights of way issues and permissions are sought early in project timelines
- Gather statutorily required data for Statewide Broadband Map related to the projects
- Work across internal and external stakeholders to ensure project completion

Ideal Candidate
The ideal candidate will have the following :
Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and six (6) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Any combination of education from an accredited college or university in a related field and / or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. CAPM / PMI-ACP certification may be substituted for one (1) year of experience. PMP / PgMP certification may be substituted for two (2) years of experience.
Employment Requirements
Pre employment background investigation is required, and employment is conditional pending results. Must have a valid driver's license and able to obtain and maintain defensive driving certification through the General Services Department. Travel is required for stakeholder engagement.
Working Conditions
Work is performed in an office setting with exposure to Visual / Video Display terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift up to 50 lbs. This position is required to respond to New Mexico Department of Health staff, and the New Mexico Department of Health Operation Center in an event of a disaster or emergency.
