What are the responsibilities and job description for the Administrative Specialist II position at State of North Carolina?
Individuals in the class perform regimented work to meet requirements of Homeland Security regulations. This position performs initial training and certification for prospective facility and vessel security officers and screeners, as well as annual or biennial refresher training. This employee also conducts annual audits and spot checks on division vessels and facilities to ensure compliance with federal and division regulations. This involves reviewing records for accuracy and frequency, along with a physical inspection checking for appropriate signage, security equipment and lighting, and identifying any indications of techniques used to circumvent security. Â This position has both office and field work. Travel may be required two or three days per week. Â Employees must be self-starters and be able to work independently.

Security positions are required to have a Transportation Worker Identification Credential (TWIC) in hand upon hiring.
Must be able to legally drive in North Carolina.

Duties include but are not limited to
- Schedule and perform initial and refresher training for security personnel. Â Employees assess and report the training needs and maintain data base to track certifications and training data.
- Ensure new crew members have completed the required entry level maritime security training. Â Employees advise vessels and shore staff on new policies and procedures and make scheduling provisions for staff to participate in external security training.
- Perform annual audits and spot checks of division facilities and vessels.
- Review security camera video files following an incident.
- Establish and maintain effective working relationships with multiple agencies and personnel.
- Considerable knowledge of interpreting and applying regulations
- Demonstrated ability to establish and maintain effective working relationships with multiple agencies and personnel.
- Demonstrated ability to plan and schedule, based on varying criteria, such as crew and vessel availability.
- Experience in using Microsoft Office/Excel/Power Point/ Access and Outlook.
