About Us
The Financial Operations Division ("FOD")Â is responsible for the efficient and prudent management of state held assets. The Division is comprised of four areas: Procurement and Contracting, Banking Operations, Bank Reconciliation Unit, and Accounting. Â Banking Operations serves as the banking hub for all State departments, agencies, institutions, and universities. The Bank Reconciliation Unit is responsible for reconciling all of the State Treasurer's bank accounts as well as reconciling budget code balances between the Office of State Controller and DST. This Banking Specialist reports to the Disbursing Account Services Supervisor. This position supports the Disbursing Account Services Unit by researching and clearing all exceptions generated from the daily processing of MICR from the Federal Reserve Bank. This position also processes all Stop Payment files daily.
Job Duties
High school diploma/GED and one year of experience in banking, credit union, accounting and/or finance; or an equivalent combination of experience and education.
This position is subject to a criminal history background check through CastleBranch. In addition, one or more of the following may also be reviewed, depending on the nature and requirements of the position: employment history, professional references, credit history, and educational verification (i.e., degree, license, or official transcript). Applicants will be required to pass the background check to the satisfaction of the North Carolina Department of State Treasurer. All offers of employment are conditional until the satisfactory completion of the background check.

Job Duties
- Use various systems to research all items daily on the exceptions report, to include missing Positive Pay records, multiple posted items, counterfeit items, altered items, stale dated items, stop payments, and liquidated items.Â
- Enter all corrections from the exceptions report daily in a timely manner.Â
- Process counterfeit items daily.Â
- Process incoming files and transfer requests.Â
- Assist with processing daily wires.Â
- Answer incoming helpdesk and check verification telephone calls.Â
- Serves as backup for other functions as needed.Â
- Other duties as assigned.
- Thorough knowledge of services, policies, procedures related to banking or financial management.Â
- Considerable knowledge of program information systems in order to communicate and process information.Â
- Proven ability to demonstrate and apply this knowledge in performance of administrative tasks.Â
- Demonstrated ability to explain and interpret information to clients/customers and staff.
- Experience compiling, assimilating and organizing both printed and electronic information.
- Working knowledge of data collection, storage, organization, manipulation and/or analysis of date.Â
- Demonstrated ability to utilize office equipment and other relevant technology (software and systems) to meet organizational needs.Â
- Proven ability to identify and understand issues, problems, and opportunities; use effective approaches for choosing a course of action or developing appropriate solutions.Â
- Demonstrated ability to clearly convey information and ideas through a variety of media to individuals or groups.
