This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement. The Division of Workforce Solutions is currently working a Hybrid (onsite/offsite) Teleworking schedule.
The primary purpose of the position is to serve as the Payroll and Leave Administrator for the agency and using the Integrated HR-Payroll System (IHRPS), the Office of State Controller’s payroll/time management system, to process payroll for permanent employees. It converts various payroll reports to batches to be entered into FARS (DWS Financial Accounting System). It corrects leave request based on employee balances and accrual factors, as well as update leave balances as requested by HR for transfer employees. The position process reports in IHRPS, research discrepancies in employees' pay, ensuring that special deductions are accurate via email and telephone communication. It manually adjusts pay monthly in IHRPS for 40 or so employees. It identifies Cash Management requirements for each payroll. It manages and resolves employee or agency issues with IHRPS leave records. The position reviews and assesses data from appropriate screens in IHRPS to gather information to determine payroll or leave resolution. It contacts and collects from employees in overpaid status. It pays monthly payroll taxes, prepares and files annual returns. It files Federal withholding taxes semi-monthly and State withholding taxes monthly. The position researches and responds in writing to any correspondence received from the Internal Revenue Service as well as the NC Department of Revenue pertaining to various discrepancies. A candidate for this position must be able to explain and interpret payroll and leave inquiries from DWS employees and explain payroll guidelines accurately and consistently and effectively communicate with personnel in other departments in DWS.
The position certifies deposits and transfer funds to cover disbursements via NCFS (North Carolina Financial System) and Core Banking. It reconciles discrepancies within Bank Balance by research different NCFS screens for accuracy. It ensures DWS Disbursing Account balance reconciles with State Treasurer’s Office and Office of State Controller balances. It provides upkeep of deposits, expenses, and disbursement logs in Excel Spreadsheet for Cash Management controls. The position creates, inputs, and verifies journal entry for all receipts into FARS. It verifies and post other journal entries as needed. It processes voids in FARS, and stop payment requests in CORE banking. It researches unclaimed wire transfers and gathers appropriate documentation to acquire funds. It processes Daily Bank Deposits and Transfers to and from various State Agencies. It provides backup duties for Cash Verification role, Time Administrator, and Temporary Solution invoice reconciliation. A candidate for this position should be a self-starter and capable of performing job requirements with minimal supervision. This position requires problem solving skills and good organization skills.
