The Agency HR Consultant I position serves as a consultant in the Classification and Compensation Unit. Position answers questions for managers and field personnel technicians, directs managers and field personnel technicians on classification actions. Position may serve on committees and attend meetings. Position assists in developing internal and external training for unit staff and field personnel technicians. Position is responsible for producing departmental reports for projects and requests received. Position determines if documentation submitted is sufficient. Position conducts analysis of position findings, makes comparisons to other positions, and makes decisions on appropriate action for non-complex positions and classifications. Position independently develops study plans, strategy and timeframes to ensure that all issues and problems are addressed, and that study plan is manageable. Position meets independently with management to present recommendations for position allocations, concepts, and salary grade levels, which normally require negotiation. Position will also add & edit job descriptions in the PeopleAdmin system. Position will initiate and process some Organizational and Personnel actions. Position will serve as back-up to the HR Technician III. Some travel may be required.

Knowledge, Skills and Abilities / Competencies

  • Documented understanding or knowledge of position management (OM) and personnel actions (PA).
  • Knowledge of Federal and State Laws relating to Human Resources.
  • Demonstrated ability to communicate with employees and management on a one-on-one and group basis.
  • Working knowledge of alternate pay and compensation programs.

Management Preference : Prior experience working in a Classification and or Compensation unit within an HR department.

Minimum Education and Experience Requirements

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
