About NCEM's Hazard Mitigation Section:
The mission of North Carolina Emergency Management (NCEM) is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of efficient and effective preparedness, response, recovery, and mitigation of all natural and man-made hazards and threats. It is part of the NC Department of Public Safety (NC DPS). The primary mission of the Hazard Mitigation Section is to manage and implement efficient and effective disaster recovery programs as authorized under NC General Statute 166A and other relevant legislation.

About the Contract Specialist II position:
The Contract Specialist II role consists of but are not limited to the following duties:
  • Developing, reviewing, critiquing, and executing performance-based contracts and procurements in accordance with state, federal, departmental, and divisional rules, regulations, laws, policies, directives, and mandates. This includes in-depth reviews and corrections of all contract documents including, but not limited to, contracts, contract justification, audit determination, scope of work, performance measures, and detailed contract budgets. 
  • Ensuring that all required contract reviews and approvals are in place prior to contract execution and are executed in a timely manner. 
  • Ensuring that Contractor certifications are correct and up to date. 
  • Providing both technical advice and training to HM staff regarding contracting and procurement requirements, processes, and procedures. 
  • Assisting in review of project and financial documentation to ensure compliance with contractual and state and federal rules. 
  • Developing, updating, and presenting formal contracts and procurement training to HM staff. 
  • Creating, tracking, reviewing, and submitting Contracting/ Financial Status Reports to Hazard Mitigation Management 
  • Manages, prepares, tracks, processes, and reviews over $2 Billion in Hazard Mitigation Contracts this includes but is not limited to RFPs, RFQs, RFB’s RFI’s, MOUs, MOAs, contracts, contract amendments, waiver requests, and other contract documents. 
  • Prepares internal invoices for payment from contracts; Reviews and validates contractor invoices within five days of receipt; Assists with contracting documentation for audits or invoice processing as necessary. 
  • Program contracting and compliance; assure that program contractual, compliance, and financial data is being documented and tracked consistently by all partners in a manner that allows for the retrieval of the information to demonstrate the quantity of services, the quality of services and the value of services. 
  • Provide technical assistance to stakeholders within three days of contact; Strong ability to develop and maintain relationships with contractors and other stakeholders. Assist stakeholders as needed with policy or contracting changes; provide high quality customer service to internal and external partners and adhere to all governing policies and general statutes; foster development of quality improvement process with internal and external partners as appropriate.

To qualify for this position, applicants must demonstrate ALL of the following KSAs:

  • Working knowledge of government contracting principles and/or procedures. 
  • Working knowledge of general principles of financial management or generally accepted accounting principles 
  • Demonstrated experience with accuracy and/or attention to detail in work products. 
  • Experience with composing general, routine contract documents and correspondence.
  • Proficiency level experience with the Microsoft Office suite.
Management Preferences:
  • Experience in contracting related to construction, Hazard Mitigation, Recovery, and/or Emergency Management 
  • Experience with the North Carolina Financial System (NCFS) and/or E-Procurement

Bachelor's degree in business or related area from an appropriately accredited institution and four years of progressive procurement or contract administration experience; or equivalent combination of education and experience. 

Necessary Special Requirements:

Transcripts

Military Experience
  • Applicants seeking Veteran's Preference must attach a DD-214 Form (Certificate of Release or Discharge from Active Duty that includes Character of Discharge - Member 4 or Service 2 form) to the application.
  • Applicants seeking National Guard Preference:
    • A current member of the North Carolina National Guard in good standing must attach a NGB 23A (RPAS).
    • A former member of the North Carolina National Guard who served for at least 6 years and were discharged under honorable conditions, must attach either a DD256 or NGB 22.
