DEQ has an open opportunity for an Environmental Program Consultant.


 It is full-time (40 hours per week) with State Benefits.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.


The Environmental Program Consultant will ensure environmental program management processes and initiatives are best met through developing, guiding, and directing other program staff to ensure proper project execution; evaluating and managing complex projects of a variety of types; developing plans of action and response to a multitude of environmental management issues and supported through in-depth analysis of data and project information. 


Key Responsibilities: 

  • Technical review of wastewater treatment and disposal systems and sewer collection systems permits to ensure projects are consistent with the state’s regulatory requirements.
  • Provide operational insight to Hydrogeologists, Engineers, and Environmental Specialists during permit renewals and permitting projects.
  • Evaluate wastewater management projects for consistency with regulatory requirements and develop recommendations over a variety of inter-disciplinary fields and stakeholders, as related to project implementation and feasibility.
  • Coordinate and respond to inquiries and applications concerning new, revised, or renewal of NPDES, Non-Discharge, and Collection System permits.
  • Evaluate site for stream flow conditions, high quality waters, water supply impact, special uses of stream, water quality impact from an existing discharge, and concerns that the public may have.
  • Provide technical assistance along with training new or inexperienced employees, permittees, and consultants. 

The Division of Water Resources:
The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Resources, and Water Planning. Recruitment Range:  $61,545 - $82,159

To qualify for this position, applicants must document on the application that they possess ALL of the following:
 

  • Demonstrated knowledge of laws, rules and/or regulations that govern environmental programs and/or water quality. 
  • Demonstrated experience interpreting, and/or evaluating data, reports, or proposals pertaining to environmental programs and/or water quality.
  • Demonstrated experience working with stakeholders, facilitating workgroup meetings and/or discussions.

Master's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
