The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.
The Radiation Protection Section's mission is to reduce radiation exposure to the citizens and occupational workers of North Carolina, reduce radiation contamination to the environment and protect all from radiation hazards.
About the Environmental Program Consultant Position
The Environmental Consultant is responsible for developing, reviewing, and implementing rules and regulations related to radiation protection in North Carolina. This role involves collaborating with the Radiation Protection Commission (RPC) and the Nuclear Regulatory Commission (NRC) to establish and update policies that ensure public health, environmental safety, and compliance with federal and state radiation regulations. Assist in the promulgation and revision of radiation protection regulations in compliance with NRC guidelines and state policies. Review federal regulations, scientific studies, and industry best practices to recommend updates to North Carolina’s radiation protection rules. Draft regulatory proposals and technical guidance documents for review by the Radiation Protection Commission. Oversee compliance with federal and state radiation protection standards for facilities handling radioactive materials. Provide technical expertise in the assessment of radiation hazards and their impact on the environment and public health. Conduct or oversee environmental impact assessments related to radiation exposure. Work closely with the Radiation Protection Commission, NC Department of Health and Human Services, and other state agencies to coordinate regulatory efforts. Liaise with the NRC, industry stakeholders, and public interest groups to ensure regulations align with federal and state mandates. Assist in conducting public hearings, stakeholder meetings, and drafting responses to regulatory inquiries. Analyze radiation exposure data, environmental monitoring reports, and risk assessments to support regulatory decision-making. Evaluate new technologies and scientific advancements to enhance radiation safety measures.

- Understand federal and state radiation safety regulations (e.g., from the NRC and GS 104-E/15A NCAC 11) and be able to interpret and apply them to regulatory consultations, environmental impact assessments, and facility evaluations.
- Experience in analyzing scientific data, regulatory information, and risk assessments to make informed decisions, solve complex technical problems, and prioritize multiple tasks effectively.
- Experience in developing, revising, and implementing rules and regulations, including tracking, and managing the rulemaking process and collaborating with federal and state agencies.
Bachelor s degree in nuclear, physical, or environmental science; health/ medical physics, or radiologic science from an appropriately accredited institution and two years of applicable experience; or an equivalent combination of education and experience.
