The mission of the Office of the State Controller (OSC) is to protect the financial integrity of the State and promote accountability in an objective and efficient manner.
The foundational principles of the office are Integrity / Ethics, Objectivity and Accountability. OSC's overall goals are to optimize operational execution, manage risk effectively and efficiently and foster a high-performance culture. OSC will provide excellent customer service while achieving those goals. The State Controller is the State's Chief Fiscal Officer. The Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through accounting, disbursing, payroll, internal control, eCommerce, and financial reporting systems. The basis for the Controller's authority is statutory.

The primary purpose of BEST (BEACON Enterprise Support Team) Shared Services is to support state employees and agency human resources and payroll personnel in :
This position reports to the BEST Shared Services OM / PA Team Supervisor. The State HRIS Analyst troubleshoots and analyzes specialized and complex human resource (HR) transactions and related questions based on an expert level of understanding of personnel administration (PA) and organizational management (OM) procedures and policies within the SAP environment. This position works very closely with the benefits, payroll, and time / leave administration teams within BEST as well as Agency HR personnel to ensure that the HR Master data is correct for each employee to produce timely and accurate payroll results. The State HR Analyst serves as a consultant to agency HR Representatives on all matters related to HR transactional processing within the Integrated HR-Payroll System. The position contributes to developing procedures for reviewing and resolving complex HR issues and errors associated with PA and OM Data. The State HRIS Analyst reviews OM and PA actions and identifies and analyzes issues; processes specific HR actions in SAP to maintain or correct HR data; creates and maintains routine and special OM changes; uses SAP queries and transactions to generate advance reports to ensure accurate PA and OM records and Business Objects (BOBJ) data and ensure compliance with federal and OSHR policies and procedures. The State HRIS Analyst participates in leadership efforts to develop goals, objectives, and plans by recommending new approaches and procedures for continual improvement in services provided by the BEST Shared Services Center; and assists the OM / PA Team Supervisor in testing and implementing new PA and OM system functionalities.

Minimum Education and Experience Requirements

Bachelor's degree in business administration, human resources, computer science, or any related field from an appropriately accredited institution and one year of experience in business or HR / Payroll consultation, process improvement or requirement gathering in an information technology, payroll, or HRIS environment; or an equivalent combination of education and experience.
