Plans, directs & coordinates all activities of two sections (i.e., District Garage & Roadway Services Administration) within the Highway Management Department. Directly supervises staff (e.g., provides developmental opportunities, coaches staff to foster development & job satisfaction, assigns work, evaluates performance, recommends discipline as needed, provides feedback). Reviews & approves goals & objectives proposed by staff. Develops & monitors Roadway Services work plans. Supervises the preparation of force account plans, culvert bridge & pavement maintenance activities. Ensures timely & accurate updating of information management systems (e.g.., Ellis, Enterprise Information Management System (EIMS) using a computer. Coordinates activities with other departments. Coordinates Transportation Asset Management plan with Planning & Engineering department to assess needs & determine force account work plans & funding. Provides technical support for Highway Management Administrator & county Transportation Administrators
Plans, directs & coordinates personnel & fiscal activities of Roadway Services. Establishes goals for staff related to Critical Success Factors & monitors progress. Conducts performance evaluations of direct reports & monitors progress towards attaining individual goals. Develops, submits & monitors Roadways Services¿ budgets. Assembles & submits Highway Management budget by utilizing county Transportation Administrator data. Monitors purchasing activity for all Roadway Services sections. Prepares & monitors maintenance agreements with other agencies and governmental units. Initiates & monitors maintenance contracts. Develops & conducts training for maintenance personnel.
Coordinates District snow & ice control activities. Assists Highway Management Administrator with incident response (i.e. snow and ice, flood, tornado, HAZMAT). Investigates claims & prepares reports for defense using a computer & related software (e.g., Microsoft Office). Researches new products & procedures & coordinates testing. Coordinates District road closures with adjacent counties & local agencies.
Using a computer & related software (e.g., Microsoft Office), independently generates & signs name to external correspondence (e.g., inquiries, investigations, acknowledgments) to consultants, governmental units, private industries & the general public regarding division & section activities. Travels throughout the district to conduct field inspections, meet with officials to present department’s position & offer recommendations for acceptable alternatives where established policy does not apply. Serves on various internal &/or external committees. Performs various work-related duties as assigned by the supervisor
