The Ohio Department of Development is looking for an Energy Analyst 2 - Remote working in the Home Weatherization Assistance Program and other energy efficiency programs.

About Us:

The Home Weatherization Assistance Program (HWAP) provides eligible Ohioans with assistance to improve the energy efficiency of their homes and reduce their energy costs. Ohioans participating in the HWAP will receive a home inspection to identify the services necessary to improve their home’s energy efficiency. Services are provided through local agencies in each county.

Energy Analyst performs the following duties:

  • Acts as program specialist and evaluates efficiency of energy programs (e.g., Home Weatherization Assistance Program [i.e., HWAP], Electric Partnership Program, Enhancement, other conservation initiatives) and participates in developing new energy programs, policies and procedures for Residential Sector of Office of Community Services:
  • Analyzes energy programs, availability of resources, program scope and accuracy of existing data;
  • Conducts feasibility studies and formulates assumptions;
  • Provides training and/or technical assistance (e.g., procurement, funding, installation of materials, technologies and/or systems);
  • Troubleshoots and resolves complex issues arising from installation of materials, technologies and/or supplies (e.g., operates infrared diagnostic equipment to detect leakage in building structures to evaluate contractor installation of materials;
  • Devises alternative solutions to contractor installation defects such as increasing density of cellulose insulation;
  • Operates combustion analyzer to test gases from fossil fuel burning appliances such as fuel, oil, natural gas, propane and/or kerosene);
  • Provides advice to grantees, government officials and general public;
  • Conducts on-site monitoring field visits of grantees to evaluate program effectiveness, inspects work of local shareholders/work crews/contractors for work quality and program performance and/or observes installation of equipment; reviews fiscal records, reports and requests for payment for compliance;
  • Prepares technical reports, correspondence and monitoring reports regarding grantees and program activities;
  • Updates and enters energy data on computer;
  • Coordinates signature of and distribution of grant amendments and assists in determining when energy policies need modifications;
  • Responds to customer inquiries in a reasonable timeframe, through the Business Response Line or direct contact; processes, evaluates and approves grant proposals and evaluates agency performance and assigns ratings for approval by OCA.
  • Develops, conducts and attends energy training seminars and meetings; maintains records, data documentation and reports; collaborates regarding energy operations with various stakeholders such as the Public Utilities Commission of Ohio, utility-sponsored weatherization programs, federal officials, local governments, building contractors, non-profits and other officials in energy community.

Qualifications
  • 36 months training or 36 months experience in building technology or analyzing/monitoring energy programs commensurate with approved PD on file; must be able to provide own transportation.

  • Or completion of undergraduate core program in environmental/energy sciences or mechanical engineering, business administration/public administration, political science, 12 months training or 12 months experience in evaluating/monitoring and/or implementing energy programs commensurate with approved PD on file; must be able to provide own transportation.

  • Must possess Home Energy Performance Quality Control Inspector Certification or acquire within 6 months of starting in the position.
