What are the responsibilities and job description for the Financial Analyst position at State of Ohio Jobs?
Under general supervision, examines and/or analyzes accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards: reviews transactions for entry into Ohio Administrative Knowledge System (OAKS); encumbers funds for agency expenses and tracks expenditures by applicable fund; analyzes and reviews accounting documents submitted by agency staff (e.g., purchase orders; requisitions; commitments; printing project orders; intrastate transfer vouchers [ISTVs]; intrastate print vouchers [ISPVs]); ensures that all required information is included with submittal (e.g., all approvals have been completed; specific purchasing documents such as National Institute Governmental Purchasing [NIGP] are included) and ensures accuracy of information; determines how requests for spending will be coded (e.g., determines area/program from which payment will be made) based on most accurate relationship of purchase with applicable program (e.g., relationship to Federal Financial Participation [FFP]); reviews contracts (e.g., personal service; maintenance; subsidy) to make sure they are correct and adhere to Ohio Department of Children and Youth (DCY), Office of Budget Management (OBM), and federal rules and regulations; interacts with program areas and external customers (e.g., purchasing; cash manager; OBM; Department of Administrative Services [DAS]) to affect resolution of various issues (e.g., resolves problems with encumbering documents and/or vouchers); maintains OAKS vendor document files for payment processing purposes; maintains files for contracts (e.g., personal service; maintenance; subsidy); responds to inquiries on status of encumbering documents and payments; monitors open encumbrances (i.e., reviews monthly purchase order activities; advises when to release purchase order balances; prepares monthly purchase order balances; reviews coding changes to the purchase order); reviews paycard payments rejected by OAKS to determine the reason for the rejection; requests and/or makes necessary corrections and reprocesses paycard payments; enters, reviews, processes, and records expenditure transactions accepted into OAKS; checks balances on accounts and interacts with fiscal areas to discuss chartfield coding transaction rejections; makes comparison of payment card expenditures in OAKS to log entries to process payments; interacts with payment cardholders, vendors, management staff, and other Bureau of Accounting staff to process payments in OAKS within process guidelines; reviews hard copy files to track down additional coding information not found in OAKS; reviews daily payment card transactions.
Performs other related duties as assigned (e.g., participates in meetings; travels to attend trainings; updates and maintain current desk procedures; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

- Or completion of undergraduate core program in business administration, accounting, finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.

- Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
Supplemental Information
Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range 30 (step 1, currently $24.66 per hour) associated with this position.

Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid driver’s license.
