The Provider Certification Unit in the Division of Medicaid Development and Administration is looking to add two (2) part-time Human Services Program Consultants to their team.

The Human Services Program Consultant (HSPC) will primarily act as program consultant on a statewide basis for reviewing & determining applicants’ eligibility for initial & renewal registration/certification as providers of Medicaid & non-Medicaid services. Some of the duties of the position include:

  • Ensuring applicants meet initial standards for provider registration/certification (i.e., Home & Community-Based Services (HCBS) waivers & state-funded Supported Living)
  • Processing & monitoring applications & status of certification & registration for program areas
  • Implementing policies & procedures in accordance with Ohio statutes, administrative rules, regulations mandated by Centers for Medicare & Medicaid Services (CMS) & Medicaid State Plan
  • Implementing program rules & procedures (e.g., ensures application process & required documentation is complete & properly submitted to meet registration & certification requirements, reviews & interprets criminal records checks from the Bureau of Criminal Identification & Investigation (BCII) to determine applicant meets the required standard specification as identified in departmental rules)
  • Providing technical assistance, monitoring & evaluating through standards & compliance with Medicaid State Plan & assist in assessing & planning or plan & coordinate service delivery
  • Providing technical assistance & training to service providers (e.g., instructs individuals & groups on policies, procedures & certification & registration processes)
  • Maintaining & updating files of approved courses & seminars from colleges, universities, & other providers as they relate to certification & registration
  • Performing clerical functions of position as well as other duties as assigned

Qualifications
Completion of undergraduate core program in social or behavioral science, health or pre-medicine or comparable field AND 18 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.

  • OR completion of graduate core program in social or behavioral science or medicine-related or comparable field AND 6 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.

  • OR equivalent of Minimum Class Qualifications for Employment noted above.

Supplemental Information
  • First consideration will be given to current State of Ohio SEIU/District 1199 employees.
  • Hourly wage will be paid at step 1, unless otherwise specified by collective bargaining agreement or rules outlined in the ORC/OAC.
  • No additional materials will be accepted after the closing date; in addition, you must clearly demonstrate how you meet minimum qualifications.
  • The final candidate selected for the position will be required to undergo a criminal background check. Rule 5123-2-02, “Background Investigations for Employment,” outlines disqualifying offenses that will preclude an applicant from being employed by the Department of Developmental Disabilities.
