What You Will Do:

  • Acts as the quality assurance expert for District Construction
  • Will coordinate and communicate with the design section for best practices that should be considered through the design process

Official Position Description:

In District 4, manages construction project(s), with or without sub-projects, that covers all phases of project management with activities & responsibilities resting within the Capital Programs Administration Construction Department users (e.g., provides technical oversight & trains project level concepts & best practices to field staff, to include best practices for prioritizing work, develops & implements processes to organize project management & the work on projects to create efficiencies on project finalization) & whose primary stakeholders are management, staff, &/or end users. Monitors troubleshooting funding issues to ensure that adequate funding is available for change orders; utilizes best practices to keep projects on budget (e.g., local funding involvement). Provides training & direction to field staff on proper use of management information systems (i.e., SiteManager, Mobile Inspector, GoFormz) & the required forms as they relate to project management. Develops a pre-project checklist for items of work to be completed before a contractor is on site that will aid in verifying quantifies & resolving any discrepancies before issues arise. Develops & shares best practices for overcoming common construction problems & how to properly negotiate with contractors. Instructs & provides guidance to field staff on in-depth review of construction plans & in the field when it relates to potential utility conflicts (e.g., determine red flags in the construction plans) & how to best manage a potential conflict when one arises & prevent delays on construction projects. Uses a computer to prepare training materials, reports, spreadsheets (e.g., Microsoft Word, Excel, PowerPoint) for tracking finalization of projects, prepares final estimates, change orders & documents, research & prepares extra work change orders. Travels to project sites & conducts project audits to check on project oversight status.

Manages district wide signal construction projects including working with District signal maintenance to ensure that timings & phasing are optimized. Develops, implements & enforces policies, procedures & safety practices relating to traffic signal construction. Advises designers with construction related concerns, acting as the knowledge expert for other construction department staff constructing traffic signals & the inspection & oversite of district traffic signal projects; inspects roadway construction activities including approval of use of contingencies (i.e., quantity & design changes) &/or testing of materials used in roadway construction including review of testing proposals, plans & specification. Operates state vehicle to travel to & inspect project sites & progress; oversees & directs technical, support in above activities; explains & interprets policies & procedures; provides technical assistance to consulting firms, Federal Highway Administration, local public agencies & others with projects/problems in assigned area(s) of expertise.

Investigates complaints, documents findings & assists with resolution; directs documentation of pay quantities, project records keeping, initiation of change orders, approval & sampling of materials incorporated in work; uses a computer & related software (i.e., Microsoft Word, Excel) for record keeping & tracking documentation; attends meetings & training sessions; assists District Office checking field documentation & finalizing projects.

Qualifications
  • 3 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); 12 mos. exp. in budgeting & calculating cost projections of program/projects.

  • Or successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; 12 mos. exp. in budgeting & calculating cost projections of program/projects.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.

All bargaining unit and exempt new hires to ODOT must serve a one year probationary period.

If this position is filled internally, the wage rate will be determined in accordance with the Ohio Revised Code.

This position has been designated as a Career Professional position per the Ohio Revised Code 5501.20.


All exempt promotions are required to serve a 6 month probationary period.


This position is overtime exempt based on FLSA Standards.

If operating a state-owned vehicle, must provide proof of valid driver's license or must provide own transportation.
