Job Description
Basic Purpose
The Program Training Coordinator (PTC) is assigned responsibilities involving the coordinating and conducting of training and professional development of employees in various topics or skills. This includes, but is not limited to the preparation of lesson plans and other materials to be used in conducting training, scheduling and coordinating various workshops, classes or seminars, conducting training in a variety of settings and / or facilitating a variety of meetings and seminars. The PTC also evaluates and recommends staff to be certified as program trainers to the Program Director and coordinates with Program Trainers to assist with offering new-hire and on-board staff training courses. In addition, this position is responsible for tracking and maintaining all Federal / State / Program-mandated or required trainings for staff members in a presentable digital format, plus keeping hard-copy files for each employee, suitable for immediate submittal upon request by superiors and / or auditors. The PTC is also the administrator / super-user of the National Guard Youth Challenge Online Learning Platform and monitors training assignments and completions on the site. The PTC performs related duties as assigned.

Typical Functions
- Consults with administrative staff and other supervisory personnel to determine training needs and formulate training programs.
- Reviews applicable programs, state statutes, policies, objectives, regulations, and operating procedures to determine the duties to be performed and the required knowledge, skills, and abilities.
- Develops, prepares, and modifies training manuals, aids, and lesson plans or assists in these tasks; reviews and evaluates training courses.
- Conducts orientation, "Staff Acclamation" and "Foundations" courses, as well as "Field -Specific training in accordance with the Oklahoma National Guard Job Challenge Program requirements, as well as Oklahoma Military Department and Sooner Job Challenge requirements.
- Test Administrator for the MMPI (Minnesota Multiphasic Personality Inventory-2); Conducts pre-hire evaluation and screening; submits opinion and information to Law Enforcement Psychological Services for determination of suitability for candidate employment in TCP Operations Department (Cadre); receives psychologist's evaluation and reports results to HR and Administrative personnel; offers opinion as requested on hiring decisions.
- Responsible for creating detailed writing of procedures.
- Prepares or coordinates training schedules with SJC program staff; maintains appropriate records of time, date, location and topics trained.
- Coordinates with Oklahoma Military Department Human Resource personnel in securing locations, scheduling, record-keeping and leading OMD-required training for SJC employees.
- Assists in developing methods and procedures for the improvement of program operations.
- Assists in preparing, or prepares, an annual training plan and report.
- Receives general administrative direction.
Level Descriptor
This is the specialist level of this job family where employees perform advanced level activities in developing and presenting training courses and programs. This may include independent responsibility for a specialized training or development course or program; duties involving providing assistance in the supervision and training of other training specialists and may serve as back-up supervisor; may be assigned as lead worker, project leader, team leader, or other comparable responsibilities for coordinating and completing required activities.
Education and Experience
Minimum of 60 semester hours from an accredited college required and the equivalency two (2) years experience delivering training and writing lesson plans, as well as, writing of technical materials to include policy and procedures.
Knowledge, Skills, Abilities and Competencies
Required at this level includes knowledge of adult education principles and techniques; of classroom and on-the-job training principles; and of various types of equipment and materials used in conducting training. Ability is required to conduct classroom training, workshops or seminars; use video, audio and other types of equipment for training presentations; gather information for use in developing training courses; communicate effectively; use small group facilitation tools; establish and maintain effective working relationships with others. Excellent public speaking skills and a background working with at risk youth are essential.
