Class DefinitionGENERAL STATEMENT OF DUTIES : Within the Department of Corrections (DOC), to supervise the work of the Behavioral Health Clinicians who apply mental health counseling fundamentals in the diagnosis and treatment of patients or persons in a correctional custody environment with the objective to removed or alleviate social, emotional, or environment problems of patients and promote their return to a normal and effective pattern of living; to perform the more difficult and complex clinical tasks involved in the administration of a comprehensive clinical program; and to do related work as required.SUPERVISION RECEIVED : Works under the administrative direction of a superior with wide latitude for the exercise of initiative and independent judgement; work is reviewed for technical competence and adherence to established policies and general instructions.SUPERVISION EXERCISED : As required, may plan, direct, or coordinate the work of Behavioral Health Clinicians and other staff as relevant.Illustrative Examples of Work Performed

  • Within the Department of Corrections (DOC), to supervise the work of the Behavioral Health Clinicians who apply mental health counseling fundamentals in the diagnosis and treatment of patients or persons in a correctional custody environment with the objective to removed or alleviate social, emotional, or environment problems of patients and promote their return to a normal and effective pattern of living; to perform the more difficult and complex clinical tasks involved in the administration of a comprehensive clinical program.
  • To directly supervise the work of Behavioral Health Clinicians and ensure compliance with policy and procedure and established standards of care.
  • To coordinate clinical services for patients or persons in a correctional custody environment.
  • To establish performance standards for the behavioral health clinicians and conduct routine monitoring, auditing, and evaluation of the implementation of these goals and established performance standards.
  • To provide clinical oversight consultation to ensure conformance with professional standards.
  • To organized and facilitate staff meetings in accordance with standards of care.
  • To supervise implementation of policies and procedures relating to the behavioral health unit.
  • To monitor staffing patterns to ensure minimum staffing levels are maintained.
  • To provide on-call emergency clinical services as required.
  • To initiate and conduct staff training and monitoring.
  • To provide clinical supervision to behavioral health clinicians.
  • To provide clinical consultation to staff members, including physicians, psychiatrists, psychologists, and other personnel, working towards the objective of the recovery and return of patients to a normal and effective pattern of living.
  • As a member of a clinical team, to participate in multi-disciplinary treatment planning meetings with behavioral health clinicians, a psychiatrist, or other professional personnel to meet the needs of patients.
  • To provide clinical services to patients or person in a correctional custody environment on an as-needed basis.
  • To conduct research projects relating to incarcerated persons diagnosed with mental illness as required.
  • To participate in the recruitment and selection of professional staff members.
  • To organize and implement training of all new hires within the behavioral health unit.
  • To do related work as required.Required Qualifications for AppointmentKNOWLEDGES, SKILLS, AND CAPACITIES : A thorough knowledge of mental health counseling techniques and fundamentals used to diagnosis patient pathologies; a working knowledge of evidence-based treatment interventions and their application in a clinical correctional setting; a working knowledge of predictive risk factors for suicide and the appropriate interventions used to mitigate suicide risk in a correctional setting; a working knowledge of the identification and treatment of patients designated severely and persistently mentally ill; a working knowledge of crisis intervention and de-escalation techniques; a working knowledge of treatment planning techniques; the ability to work collaboratively as part of a multi-disciplinary treatment team; the ability the build relationships with colleagues and maintain effective relationships; the ability to collaborate with probation and parole, classification, custody, outside agencies and other units as necessary; the ability to document pertinent information in a clinical record; the ability to compose reports as necessary; the ability to supervise behavioral health clinicians; the ability to effectively communicate to staff and incarcerated persons verbally and in writing; the ability to conduct audits and prepare reports; the ability to develop and provide trainings; the ability to provide clinical supervision and to monitor professional development; the ability to implement and monitor performance standards; and related capacities and abilities.EDUCATION AND EXPERIENCE : Education : Graduation from an accredited program and possession of a Master's Degree in Mental Health Counseling, Clinical Social Work Psychology / Forensic Psychology, or a related clinical field; andExperience : Considerable employment in a clinical position in the provision of clinical and psychological services.SPECIAL REQUIREMENT : At the time of appointment, must possess and maintain licensure as a licensed mental health counselor (LMHC); licensed independent clinical social worker (LICSW); licensed clinical social worker (LCSW); licensed marriage and family therapist (LMFT); licensed psychologist in compliance with the requirements of the State of Rhode Island. In accordance with the requirements of the State of Rhode Island for approved clinical supervision, licensure must have been possessed for a minimum of five (5) years.For information regarding the benefits available to State of Rhode Island employees, please visit the Office of Employee Benefits' website at http : / / www.employeebenefits.ri.gov / .Also, be advised that a new provision in RI General Law 35-6-1 was enacted requiring direct deposit for all employees.
