Job Responsibilities
With our Agency's mission to support the recovery of people with mental illnesses, we provide a complete array of medical and support services for children, adults, and families throughout South Carolina.
This position is located at the Department of Mental Health, Central Office, 2414 Bull Street, Columbia, SC 29201.
As the Accountant / Fiscal Analyst, you will process Purchase Orders, Direct Pay, Travel and IDT documents from various offices for payment with the appropriate supporting documentation and authorizations. Ensures a three (3) day turnaround time for all invoices. Research invoices / issues needing resolution. Provides excellent customer service. Stays up to date on General Ledger Codes and Comptroller Generals regulations. Reviews the uncashed check report. Assists with the implementation of centralization of accounts payable processing. Maintains desk policies and procedures. Stays in compliance with SCDMH agency compliance plan.
Responsibilities include but not limited to :
- Processes vendor invoices (57-PO, 30-direct pay, 35-travel and 39-IDT) for payment within three (3) days of receipt. This includes, but not limited to paper invoices and electronic invoices. Invoices must be matched to the appropriate PO's or if a direct pay / travel / IDT, IT it must have the appropriate approvals with signatures. Screens documents by verifying the accounting codes, supporting documentation, approvals and compliance with Agency procedures. Ensures information entered into SAP / SCEIS agrees with the imaged or paper document. Documents should be worked within three (3) business days upon receipt. There should be minimal errors.
- Research outstanding invoices, payment inquires, past due amounts and vendor issues. Identifies correct PO's for the past due payments and ensures proper approvals are included for direct payments. Ensures accurate data, amounts codes and supporting documentation comply with agency procedures.
- Provides accurate and timely customer service for vendors, facilities and centers. Assists with questions, research information, informing vendor what invoice applies to a check, etc. Must be professional and have no complaints from the vendors, etc.
- Processes Inter Department Transfers (IDT) requests / documents for payment within three (3) days of receipt. These documents will be created, processed and approved by different offices.
- Stays up to date with the new DMH expenditure general ledger codes and CG's regulations. Have knowledge of and maintain current GL codes.
- Reviews and analyzes the uncashed report. Reach out to vendors in regard to checks for payments not being deposited within thirty (30) days of payments. Requests for reissue / cancel / stop payment on checks when needed.
- Assists with the implementation of centralization for all of DMH. Keys all accounts payable invoices into the system timely and accurately within three (3) days of being received.
- Maintains desk policies and procedures. Procedures should be updated as the procedure and regulations change.
- Complies with SCDMH agency compliance plan and assures all legal responsibilities and requirements are followed within and related to Accounts Payable. Fulfills duties in compliance with regulations. Reports anything in the workplace that appears to violate the compliance requirements.
Minimum and Additional Requirements
State Minimum Requirements : A high school diploma and professional experience in a related area such as accounting, auditing, finance, or banking. A bachelor's degree with multiple accounting courses may be substituted for the required work experience.
Preferred Qualifications
Bilingual abilities in English and Spanish (or another language) are a plus.
Additional Comments
The selected candidate must have the ability to work well with others; be able to work in a timely manner with little supervision; be able to assist with vendors to keep the operation of the area working in a smooth and efficient manner. Needs a sound basis in government accounting practices, especially as it pertains to South Carolina policies. Must have the ability to build and maintain partnerships within different office units and have good written and oral communication skills. Overtime may be required.
