With our Agency's mission to support the recovery of people with mental illnesses, we provide a complete array of medical and support services for children, adults, and families throughout South Carolina.
In this position, you will plan, direct, organize, and evaluate the functions of the Division of Administrative Services which includes the following areas of SCDMH: Financial Services; Human Resources; Network and Information Technology; Physical Plant Services; and Special Projects. Delegate responsibilities to the Assistant Deputy Director and Chief Financial Officer as needed for operational effectiveness.
Responsibilities of the Deputy Director of Central Administrative Services include but are not limited to:
- Directs the preparation of the Agency's Strategic Plan and coordinates such strategic planning activities as necessary to formulate, prepare, and enact the Strategic Plan.
- Correlates the preparation of the annual Accountability Report, other information requests from legislative bodies, and national surveys (NASMHPD, SAMHSA, NAMI, etc.), and ensures that each is completed accurately and in a timely manner.
- Maintains a secure, HIPAA-compliant information technology system that meets the needs of the clinical and administrative staff of DMH.
- Identifies future information technology needs and list, prioritize, engage, and implement such measures so as to affect the completion of such needs.
- Ensures the recruitment and onboarding of qualified talent to meet staffing needs, including timely enrollment of benefits, retirement, and insurance options.
- Ensures employee relations' discipline and grievance matters are addressed in a timely manner and adhere to all State and Agency policies.
- Identifies projects in collaboration with State Director, Mental Health Commission and Leadership Team.
- Develops a project management plan to include: funding/budget; internal and external stakeholders/partners; task management timelines; outcomes / deliverables.
A bachelors degree with relevant program management experience. A minimum often (10) years of executive level of experience; five (5) of which should be at a management level with comparable responsibilities for administrative support functions such as human resources, IT, and comprehensive overall program responsibility.
Knowledge of internal operations of SCDMH; demonstrated commitment to customer service and responsiveness to customer needs. Thorough knowledge of organizational and managerial practices. Ability to make final decisions and clearly communicate decisions and instruct and direct staff in the implementation of those decisions. Outstanding interpersonal skills including the ability to effectively communicate with persons throughout the organization including clinicians, professionals, paraprofessionals, and senior management.
Bilingual abilities in English and Spanish (or another language) are a plus.
Considerable in-state and occasional overnight travel as well as some work after traditional business hours required. Environment is demanding and requires incumbent to manage multiple projects efficiently, effectively and timely. Must be able to lift 15 lbs.
