Reporting directly to the President and Executive Director but under limited supervision, the Director provides effective operational management of the Office of Academic Affairs and Licensing (OAAL). The OAAL Director carries out agency strategies & actions within given timeframes. The Director works primarily with the institutions’ chief academic officers but also engages (face-to-face, by telephone, email, etc.) with other higher education representatives, representatives from other state and federal agencies, legislators, legislative staff, government officials, and other stakeholders.
- Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels, and trains employees. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork.
- Effectively and efficiently directs the process for approval of new and modified academic programs and evaluation of existing programs; leads staff operations for the Commission's Committee on Academic Affairs and Licensing (CAAL) and the Advisory Committee on Academic Programs (ACAP).
- Directs the development, coordination, management and/or implementation of academic policies including (but not limited to) dual enrollment, transfer, mission statement changes, admissions standards, and the REACH Act and other college course prerequisites. Directs transfer and college completion initiatives according to policy. Recommends other studies, initiatives, and grant opportunities related to academic affairs for consideration.
- Directs oversight and management of the agency’s administration of postsecondary licensed institutions, including ensuring postsecondary licensed institutions comply with state licensing statutes, regulations, policies, and other requirements. Directs the State Approving Agency and ensures compliance with federal regulations in the approval of education and training programs offered to veterans and their dependents in SC who are eligible for GI Bill education benefits.
- Directs Office’s collaboration and coordination with partner agencies in relation to workforce development, college completion, transfer, and educator preparation. Directs work with the SC Department of Education on secondary to postsecondary curriculum alignment, minimum college entrance requirements, minimum academic expectations for prospective postsecondary students, educator preparation and similarly related issues. Directs work with SC Department of Employment and Workforce, SC Technical College System, the SC Department of Commerce, higher education institutions on workforce development, the Unified State Plan, postsecondary course offerings and academic pathways.
- Oversees the agency’s activities with the Southern Regional Education Board (SREB), including management of student participation in and certification for Academic Common Market and Regional Contract programs and staff participation in SREB task forces and other relevant initiatives.
- Performs other duties as assigned by the President and Executive Director including chairing of special task forces; serving on external boards, panels, organizations, and advisory committees; representing the agency at meetings and functions as necessary; and coordinating records reduction.
Additional Requirements:
- Extensive knowledge of state/federal programs and agency policies/procedures with the ability to apply and interpret state/ federal laws/regulations governing such programs.
- Ability to direct, coordinate, evaluate, organize, and allocate personnel, including support staff, to meet the mission of the office.
- Excellent analytical ability, with the capability of synthesizing complex information concisely and clearly.
- Ability to communicate effectively, both orally and in writing, with the range of constituents (Commissioners, state and federal agencies, legislators, higher education institutions, K-12 personnel, etc.) the CHE serves.
- Ability to understand the perspective of the many populations the Commission serves.
- Willingness to take initiative and work in a team environment.
- Position may require overnight travel.
- Position may be required to report to work during emergency situations.
