MISSION:

JOB PURPOSE:

The purpose of this role is to provide leadership, supervision, and strategic guidance to the procurement and support services departments, ensuring the agency has the necessary goods and services to fulfill its mission. This role is critical in enabling these departments to develop innovative solutions to address the agency's diverse challenges while maintaining full compliance with the South Carolina Procurement Code. The position requires close collaboration with project management, information technology, fiscal, and programmatic teams to understand the agency's immediate needs and long-term goals. This includes a comprehensive understanding of the agency's role within the juvenile justice system and the requirements for maintaining safe and effective operations across hardware-secure facilities, staff-secure facilities, and administrative offices. Additionally, this role ensures the procurement and support services departments are internally well-organized and managed, providing accurate and timely guidance to all areas of the agency.

JOB RESPONSIBILITIES:

Directs the activities of a professional procurement staff in the solicitation, award, execution and management of all procurements for a large multi-faceted agency in compliance with the South Carolina Consolidated Procurement Code, regulations, policies and procedures that includes, but is not limited to, the following duties:
 1. Procurement of agency good and services. 
2. Management of leases.
3. Managing Contracts and MOUS. 
4. Oversees agency purchasing card program. 

Is responsible for the management of assigned certification levels with State Office of Materials Management as well as ensuing procurements are made in compliance with all rules, regulations and provisions of South Carolina Consolidated Procurement Code and handles all contract negotiations. 

Supervises and ensures the accuracy of all required reports to oversight agencies, including but not limited to sole source, emergency, minority business, trade-ins, and surplus. 

Participates and provides oversight in preparing complex procurements above current certification levels when prompted by the Materials Management Office.

Provides supervision and strategic direction to the support services department, encompassing warehouse operations, office relocations, excess property management, postal services, and fleet management. 

Ensures that support services function efficiently and promptly to meet the agency's immediate and long-term operational needs. 

Remains informed about the latest technology, products, and inventory trends in the correctional and law enforcement fields, aligning departmental activities with the agency's strategic goals of modernization and consolidation. 

Additionally, ensures the agency's fleet remains fully operational at all times to support mission-critical activities.

Develops and implements policies, procedures, and processes to ensure effective and efficient interactions between these departments and other agency divisions. 

Ensures that leadership across all divisions is well-informed of the requirements and timelines for the renewal or establishment of contracts and Memoranda of Understanding (MOUs). 

Provides strategic guidance to procurement and support services, enabling them to identify and deliver practical solutions that address the agency's diverse and evolving needs.

Development and conducts training on general procurements fundamentals and specific topics like procurement card management or developing scopes of work. 

Ensures all employees maintain current certifications and participate in agency wide mandatory training.

Performs other duties as needed to support the mission of the agency.

STATE MINIMUM REQUIREMENTS:

A bachelor's degree and procurement experience.

ADDITIONAL REQUIREMENTS:


Must possess extensive knowledge of project and contract management, including state and federal regulations, with a strong understanding of the provisions of the Consolidated Procurement Code. 

They must demonstrate the ability to negotiate contracts in the best interest of the agency and exhibit a willingness to learn and apply knowledge of the South Carolina Juvenile Justice System, including the agency’s mission, programs, and objectives. 

Familiarity with the agency’s organizational structure is essential. 

The role requires excellent organizational, management, and supervisory skills, with the ability to effectively prioritize and address the agency’s urgent needs. 

Strong communication skills are critical, including the ability to convey complex information, such as procurement regulations, to diverse audiences clearly and effectively. 

The employee must also excel in preparing comprehensive reports and delivering impactful presentations to stakeholders at all levels. 

Adaptability, precision, and a strategic mindset are crucial for success in this position.

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.

PREFERRED AGENCY REQUIREMENTS:


A bachelor's degree and experience in procurement and contract management. A minimum of five (5) years of procurement experience with a state of South Carolina agency and certification as either a Certified Public Purchasing Officer (CPPO) or a Certified Professional Public Buyer (CPPB).

Salary : $83,219 - $153,973
