Job Purpose:
The South Carolina Department of Education (SCDE) is seeking a passionate and strategic Educator Data Governance Coordinator to play a pivotal role in an innovative statewide initiative—the SC Educator Information Pipeline (SCEIP)—which will streamline educator data, providing real-time insights to support teacher preparation, certification, recruitment, and retention. This role will coordinate the development and implementation of data governance policies and procedures to promote data accessibility, consistency, and accuracy, transforming operational effectiveness, regulatory compliance, and strategic decision making.
Responsibilities:
- Lead Data Governance Efforts – Oversee the development of policies, procedures, and best practices to ensure the consistency, accuracy, and accessibility of educator data.
- Facilitate Collaboration – Convene and lead the SCEIP Data Governance Workgroup, fostering collaboration between SCDE program offices, SC TEACHER (housed at the University of South Carolina), and Institutes of Higher Education (IHEs).
- Standardize Educator Data – Support the identification of common data elements and definitions, enabling seamless integration and analysis across the state.
- Drive Real-Time Data Access – Provide support for the development of data portals and standardized reporting, ensuring stakeholders have the insights needed for strategic decision-making.
- Shape the Future of Teacher Workforce Planning – Provide regular reports to SCDE leadership, key partners, and the newly established Educator Prep Leadership Council on SCEIP progress and outcomes.
- Champion SCEIP Across the State – Serve as the state-level spokesperson for data governance efforts, advocating for data-driven solutions to enhance educator workforce planning.
- Leverage National Best Practices – Seek guidance from external experts, learn from other states, and integrate emerging best practices into South Carolina’s approach.
This position is located in the Office of Research and Data Analysis.
A Bachelor's degree and relevant program experience.
- A Certified Data Management Professional (CDMP) certification from the Data Management Association (DAMA) or another relevant data governance certification.
- Understanding of data privacy laws and regulations (e.g., FERPA, HIPAA) and their implications for education data management.
- Working knowledge of data governance tools for data cataloging, metadata management, data quality monitoring, or related functions.
- Experience in project management, with the ability to coordinate complex initiatives, manage timelines, and ensure accountability across multiple stakeholders.
- Possession of strong communication and writing skills for drafting and editing reports, policies, processes, and other materials in support of delivering on SCEIP strategic goals.
