This Job Bulletin seeks to fill three (3) vacancies.

This position is located at the Department of Disabilities and Special Needs Central Office currently located at:
3440 Harden Street Ext, Columbia, SC 29203.
**Effective April 2025, the Department of Disabilities and Special Needs will relocate to:
400 Otarre Parkway, Cayce, SC 29033.**

The South Carolina Department of Disabilities and Special Needs (DDSN) is the state agency that plans, develops, coordinates, and funds services for South Carolinians with the severe, lifelong disabilities of:
  • intellectual disability and related disabilities
  • autism spectrum disorder
  • traumatic brain injury
  • spinal cord injury and similar disability
Job Responsibilities
Conducts on-site incident reviews primarily for people served by DDSN in Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IDD). "On Call" on a rotational basis with others to ensure reviews are able to be conducted seven days a week. Conduct on-site incident reviews as needed for people served by DDSN in non-ICF/IDD locations such as group homes. Completes reports per DDSN standards. Documents review findings in an electronic incident management system.

Participates in education/training efforts by DDSN. This includes the ability to provide targeted technical assistance to providers. Attends quality management/risk management meetings as needed. Participates in consultations on cases, assignments and other routine monitoring activities. Attend meetings to routinely discuss workload, work performance and concerns.

Conducts investigations timely and ethically by adhering to compliance policies, procedures, and regulations.

Demonstrates the ability to use current technology for communication, internal/external reports, and provision of productive work tools.

Reviews and analyzes Abuse, Neglect and Exploitation cases, Critical Incidents and Death reports for content and quality.

This position will perform additional duties as assigned.


The South Carolina Department of Disabilities and Special Needs offers an exceptional benefits package for FTE positions that includes:

Minimum and Additional Requirements

A bachelor's degree from an accredited college or university and one (1) year of work experience working directly with individuals with an intellectual disability or autism. A valid drivers license.

Preferred Qualifications

Preferred: A master's degree or above from an accredited college or university and one (1) year of work experience working directly with individuals with an intellectual disability or autism.

This position must have working knowledge of state and federal regulations, and policies and regulations as it relates to the service and support of persons served by the South Carolina Department of Disabilities and Special Needs (DDSN). Must have the ability to acquire and maintain certification to conduct administrative reviews per DDSN standards. Have an understanding of Person-Centered Thinking related to services for people with disabilities and special needs. Includes understanding of advocacy rights education, and behavior support principles. Ability to establish and maintain effective working relationships. Knowledge of the DDSN service delivery system, policy, and laws for the identification and reporting of abuse, neglect, and/or exploitation in South Carolina. Must possess excellent oral and written skills with the ability to analyze records and data. Submits completed reports within the prescribed regulations.

Immunization: If this position requires the applicant to work directly with DDSN consumers, a (2) step PPD testing or QuantiFERON TB Gold testing must be completed prior to beginning employment. All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, Varicella and Hepatitis B prior to beginning employment.

State Disaster Plan: In accordance with the State's Disaster Plan, which includes hazardous weather, DDSN employees may be required to work in times of an emergency or disaster.
