What are the responsibilities and job description for the Procurement Manager II position at State of South Carolina?
This position will be responsible for managing the purchasing function and directing complex procurements for the South Carolina Department of Natural Resources.
Job Duties Include:
- Reviewing commodity and contractual procurement needs across divisions for planning purposes.
- Ensuring Agency procurements are in compliance with the provisions of the Consolidated Procurement Code.
- Ensuring excellent customer service is provided to SCDNR internal stakeholders.
- Working with procurement section staff to create and deliver general procurement training and P-Card training to agency employees on a regular basis.
- Regularly updating the SCDNR Procurement Manual and P-Card Training.
- Directing staff involved in the procurement of goods and services.
- Ensuring agency procurement staff receive sufficient training and maintaining a high level of specialized knowledge and skill.
- Providing direction to the P-Card Analyst.
- Providing oversight to both the gas card program and p-card program (regular and travel) including acting as a back-up for the travel card.
- In conjunction with the legal office, coordinating and evaluating contractual agreements for compliance with agency, state and federal regulations and policies.
- Providing external customers (typically vendors) with a high degree of professional service.
- Interacting with Division of Procurement Services as the agency's primary liaison.
- Working with the agency internal auditor to respond to audit inquiries.
- Creating and maintaining a Desk Manual and Timeline of annual reporting and major procurement events for this position as well as for the positions supervised.
A minimum of seven (7) years procurement experience of increasing responsibility preferred. Certified Professional Public Buyer (CPPB) and Certified Public Manager (CPM) a plus. Knowledge of project and contract management. Knowledge of agency, state and federal regulations, policies and procedures related to the procurement of goods and services. Knowledge of the provisions of the Consolidated Procurement Code. Knowledge of the goods and services procured. Ability to identify and analyze factors in the awarding of contracts. Ability to negotiate and implement contractual agreements. Ability to interpret rules, regulations and laws and disseminate information to agency personnel. Ability to communicate effectively. Experience with SC Enterprise Information System (SCEIS).Occasional travel may be required.
Salary : $56,210 - $104,000
