This position serves as one of the Regional Onsite Wastewater (OSWW) Program Managers for the Bureau of Regional and Lab Services. You will manage Piedmont Team I and implement the OSWW program in support of SCDES’ roles and responsibilities for overseeing the protection and preservation of South Carolina’s environment and natural resources.
Job Duties:
- Serve as the Program Manager for the Bureau of Regional and Laboratory Services Onsite Wastewater (OSWW) assigned Piedmont I team.
- Assist in the direction, supervision, and management of all assigned Regional Operations OSWW staff.
- Support management in planning and identifying program needs, as well as monitoring staff performance and workload distribution.
- Complete Employee Performance and Management System documents and other administrative requirements in a timely manner.
- Develop strategies and manage the workload of staff to ensure program commitments are met or exceeded and that regulations are appropriately enforced.
- Advise OSWW Regional Operations Director of staffing performance and resource needs. Conduct staff meetings and provide information to staff.
- Ensure OSWW complaints and inquiries meet established program expectations and time frames.
- Refer cases to enforcement as needed based on OSWW SOPs.
- Provide program QA/QC by performing routine administrative audits using ePermitting and PowerBI to ensure SOP specified timeframes are met.
- As needed, make process improvement recommendations relating to program data entry, data management, and application and permitting processes.
- Prepare or supervise responses to internal and external inquiries concerning BEHS-related matters.
- Attend meetings with, and make presentations to, professional organizations and public interest groups as requested.
- Serve as the vehicle coordinator for the assigned Regional Operations team.
- A master’s degree in a related technical field and three (3) years of environmental experience;
- OR a bachelor’s degree a related technical field and four (4) years of environmental experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

- May require:
- Daily travel throughout the state.
- Occasional overnight travel.
- Knowledge of the state Onsite Wastewater regulations and program procedures.
- Experience in inspections, compliance, and/or enforcement aspects of environmental programs.
- Demonstrated data management skills in inspections, compliance, and/or enforcement aspects of environmental programs.
- Demonstrated ability to prioritize and manage time effectively.
