Job Responsibilities
Performs systemwide complex duties with procurement of large volume and highly complex information technology and goods and services between the entire University system and suppliers. Obtains competition in accordance with the provisions of the SC Consolidated Procurement Code and internal policies and procedures of the University system. Develops and executes sourcing strategy, evaluates product offerings, recommends suppliers, and negotiates contracts for the entire university system. Gathers business requirements and identifies and pre-qualifies potential suppliers. Develops and distributes RFPs / RFQs and collects bids or other information. Evaluates proposals / quotes based on offering quality, cost, or other criteria and recommends suppliers that are best suited to meet the organization's requirements. Assists Purchasing Staff with contract administration related duties. Responsible for supervising (1) Business Analyst.
Minimum and Additional Requirements
Requires a bachelor's degree and 5 or more years of experience, which may be substituted by an equivalent combination of certification, training, education, and / or experience.
Preferred Qualifications
NIGP-CPP, CPPO or CPPB certifications are preferred.
Additional Comments
A knowledge of State and University policy and procedures. Familiarization with SC Consolidated Procurement Code. Experience related to state procurement and / or professional services. Considerable knowledge of specification writing, contracts and procurement. Capable of working harmoniously with a diverse group of people. Working knowledge of a personal computer with excellent analytical skills.
