Under limited supervision, performs engineering investigations and studies to evaluate or propose improvements to operations related to county maintenance operations and efficiency of traffic movements. Performs technical duties in the areas of maintenance and contract inspection within a county maintenance unit. Investigates and processes damage claims, and responds to traffic safety matters received through Highway Maintenance Management System (HMMS) and Enterprise Asset Management System (EAMS), Customer Service Center, or other communications. Answers inquiries and requests for service from the public responding both verbally and through written correspondence with updates on inquiries and work progress.
Assists with the development and maintenance of systems and plans for organizing, evaluating, and updating Quality Maintenance Team (QMT) requirements and plans for all unit maintenance activities. Develops and maintains a critical path database with location maps outlining yearly and monthly completion goals. Candidates must obtain CEPSI Certification within six months of placement in the position. Coordinates with County Management Staff (Resident Maintenance Engineer, Assistant RME and Resident Maintenance Foreman) for solutions and resolutions to customer requests. Maintains a follow-up communication with customers as to the appropriate and/or alternative solutions to work requested and scheduling of such work. Assists in field inspections for moderate level contracts such as roadway mowing, vegetation or tree removal, street sweeping, driveways, etc. where field measurements for payment are required. Provides assistance to public requests for information and guidance on residential encroachment permit applications, driveway installation and reviews, requests for Freedom of Information Act research, traffic control complaints and guidance.
Performs general inspection duties on approved encroachments and maintenance operations as a certified CEPSI inspector for compliance involving erosion prevention and sediment control measures and other environmental factors. Researches SCDOT and public records in all matters requiring confirmation of rights of ways and construction/maintenance easements. Develops, properly documents and facilitates the acquisition of temporary easements required for maintenance activities. Reviews HMMS and EAMS records and data for completeness and accuracy. Review data for activity accomplishments goals, maintenance cost distributions, outstanding work and roadway cost summaries. Responsible for accurate and timely submittal of reports for RME review and submission. Assists in emergency or inclement weather operations. May include being available for extended hours or extended shift operations. Performs other related duties as assigned. A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management; or an approved acceptable equivalence.
The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
A motor vehicle operator’s license is required.
