The South Dakota Department of Corrections (SDDOC) oversees the management of the state’s adult prison system, adult parole system, and juvenile corrections system. The administrative offices of the SDDOC are located in the Solem Public Safety Center in Pierre, SD. The department’s mission is to "Support service with purpose in a culture of respect through integrity, humility, and character."
The SDDOC is seeking a dynamic and strategic leader to join the Budget & Business Operations division. This position, reporting to the Director of Finance & Administration, plays a critical role in assisting with the development and execution of financial plans and objectives. Responsibilities include coordinating and supervising daily operations in collaboration with the Director, ensuring adherence to regulations and internal policies, and overseeing the work of six state employees, including three Business Managers and three Accountant/Auditors.
The Associate Director is accountable for overseeing contract management, internal controls, and procurement management within the Department of Corrections.
Contract Management
This position is eligible for Veterans’ Preference per ARSD 55:10:02:08.

Contract Management
- Manages the entire contract process for the department, ensuring compliance with South Dakota Codified Laws, adherence to state contract guidelines, and alignment with the department's organizational goals.
- Monitors vendor compliance with contract terms and ensures performance meets established requirements.
- Prepares recommendations for addressing areas of non-compliance, collaborates with vendors to develop remediation strategies, and submits these recommendations to the Director.
- Coordinates and maintains internal risk and quality assurance processes.
- Updates and enhances the existing risk control matrix to reflect current practices and evolving operational needs.
- Monitors, tests, and reports on any control deficiencies.
- Develops and documents remediation plans for identified control deficiencies.
- Provides semi-annual reports to the statewide internal control board.
- Submits recommendations for addressing internal control weaknesses to the Director.
- Oversees and manages all departmental purchasing activities.
- Prepares requests for proposals for services as needed.
- Assists all divisions in procuring contractual services, ensuring contracts comply with South Dakota Codified Laws and proper procedures.
- Serves as a resource on all departmental purchasing and procurement policies, procedures, and legal requirements.
- Monitors and oversees procurement card usage and purchases across the department.
- Assists with budgeting and monitors departmental expenses.
- Prepares and submits reports to the Director as requested.
- Oversees the Obligation Recovery referral process, parental support payments, and Social Security payments.
- Monitors and manages offender banking processes.
- Ensures a high level of professionalism and customer service when working with external contractors and partners.
- Responsible for staffing functions, including hiring, training, and performance evaluations.
- Business Management Degree or other 4-year degree required;
- state government or criminal justice experience preferred;
- knowledge of South Dakota Codified Law.
