Job Summary:
The Disbursements Supervisor is responsible for overseeing the accurate and timely processing of all State Payments to Vendors, Taxpayers, and State Employees.This team works with Accounts Payable Departments of various agencies to troubleshoot problems and provide solutions. This position requires a strong leader with a keen eye for detail, a deep understanding of internal controls and transaction flows, and a passion for providing exceptional customer service. The supervisor will lead a team, ensuring efficient operations and compliance with state policies and procedures. This role involves mastery of various systems and a commitment to continuous improvement.
Principal Duties
As the Disbursements Supervisor you will:
Take ownership of the Disbursements Processes and Procedures for the State of Utah
Team leadership and development
Troubleshooting problems when the team needs assistance
Maintaining and Establishing Processes and Controls to ensure efficient flow while minimizing fraud risk
Mastery of Internal Systems and Maintenance/Development of tools within the Systems
Collaboration amongst various State Agencies, including Treasurer’s Office, Tax Commission, and Technology Services
Minimum Qualifications:
At least 2 years of progressive leadership experience with a team of diverse skills and responsibilities
Experience in a high volume and dollar amount, payment environment
At least 5 years Finance and Accounting Experience, particularly within Accounts Payable, Banking, and Internal Controls
Demonstrated experience with implementing policy for a large organization across business units
Thorough knowledge of the payables transaction flow, particularly regarding EFTs and Check Processing.
Preferred Qualifications
Additional Preference may be given to applicants who have:
A bachelor’s degree in accounting, finance, or similar field
Experience with Government/State Accounting Policies and Procedures
Experience with the State’s General Ledger system
Broad and deep knowledge of software tools including Database Management, Google Suite, and ERP Systems.
Adaptability using specialized software and data tools.

The Disbursements Office is responsible for distributing payments (payroll checks, tax refunds, vendor payment checks, etc.), and for canceling these payments when necessary. The Disbursements Office is part of the Division of Finance, which provides fiscal leadership and quality financial systems, processes, and information to state agencies and Utah residents. It promotes a culture of customer service, efficiency, and effectiveness, and expects a high degree of fiscal accountability for the taxpayer resources entrusted to the State.

- Working Conditions: Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
- Physical Requirements: Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
