What are the responsibilities and job description for the IT Analyst II - UDOT Traffic Operations Center position at State of Utah?
The Utah State Department of Government Operations (DGO), Division of Technology Services (DTS), seeks an experienced IT Analyst to support the Utah Department of Transportation (UDOT) at its Traffic Operations Center (TOC). UDOT is recognized as a national leader in transportation, largely due to its innovative and robust systems and applications. This position will function in a DevOps type of capacity, providing support to both application programmers and Advanced Traffic Management System (ATMS) electronics technicians.
This position is currently a hybrid of both in-office (2 days a week required in office and any mandatory in office meetings) and remote work days (work must be performed in Utah). Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason. The office is located at the Utah Department of Transportation (UDOT) Traffic Operations Center (TOC), 2060 S 2760 W, Salt Lake City, UT. All remote work must be performed within the state.

Health Insurance - Public Employee Health Program (PEHP):
- 3 medical plan options. Choose a Traditional or High Deductible Health Plan. There is an Opt-Out Cash Benefit option for those that have other medical insurance coverage.

ITS Device Management: Configure, manage, and support a wide range of Intelligent Transportation Systems (ITS) devices, including:
- CCTV cameras (2,000 ), including streaming video and PTZ control
- Variable Message Signs (VMS)
- Variable Speed Limit (VSL) signs
- Wrong Way Driver (WWD) systems
- Traffic Signal Control systems
- Road Weather Information Systems (RWIS)
- Reversible Lane systems
- Provide technical support and device configuration for UDOT's Statewide ATMS.
- Support the UDOT Traffic website and mobile apps, including device configuration.
- Support the ExpressLanes (tolling) system, including device configuration.
- Provide MS SQL Server and PostgreSQL database support.
- Complete work orders related to ATMS devices.
- Provide technical support and ATMS device configuration for ATMS field crews and new construction projects.
- Provide DevOps support for deploying applications from developers.
- Manage on-premise and Cloud based Microsoft Windows servers.
- Provide GCP Cloud Computing support for VMs and applications.
- Ensure system backups and perform server disk space management.
- Run scripts as needed.
- Respond to system failures (hardware and software).
- Collaborate with application programmers and ATMS technicians to ensure seamless system operation and integration.
- Participate in the Statewide Change Management group (weekly meetings).
- Support the ITS Deployment Group, Project Managers, TOC Electronic Lab group (testing/integrating new devices), and TOC Asset Management group.
- Communicate effectively with technical and non-technical stakeholders.
- Conduct 30-day burn-in testing of ATMS devices.
- Research and help produce standards for new ATMS devices.
Other Duties: Perform other tasks as assigned.
- Experience with ITS (Intelligent Transportation Systems) hardware devices (CCTV, VMS, Traffic Signal controllers, traffic detectors, etc.).
- Experience using and managing Microsoft Windows Servers.
- Experience with Linux servers.
- Experience with RDBMS (MS SQL Server, PostgreSQL, MySQL, etc.).
- Experience with modern, object-oriented computer programming languages.
- Experience with Google Cloud Platform (GCP).
- Familiarity with DevOps principles and practices.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Experience working in a fast-paced, technical environment.
- Employment contingent on passing a drug screening and a background check.
- Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
