Overview

The Medicaid Billing Specialist provides technical and program expertise to support supervisory unions in billing for Medicaid reimbursement of special education services at the Agency of Education (AOE). Responsibilities include training Medicaid Clerks, case managers, and service providers on billing procedures and documentation requirements. The Specialist monitors claims, resolves submission issues, and audits records to ensure compliance with federal and state regulations. Specialists also contribute to program manual revisions, statewide training efforts, and the development of consistent forms and procedures. Monthly visits to each Medicaid Clerk and collaboration with Special Education Directors are key aspects of this role.

This position is classified as an Education Medicaid Specialist by the Department of Human Resources.

This position, Education Medicaid Billing Specialist (Job Requisition #51791), is open to all State employees and external applicants. This is a Limited Service position, which is non-tenured and authorized through 06/30/2025. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are generally performed in a standard office setting but there will be significant travel required for which private means of transportation must be available. Some work may be required outside of regular work hours. In dealing with a wide variety of people and groups, diverse and strongly held opinions may be encountered.

Minimum Qualifications

Two years of full-time college coursework OR Associates degree in business, accounting, education, public or human services administration, or healthcare/billing related field AND three (3) years or more of experience in Medicaid, special education, or health insurance billing practices.

OR

Four (4) years or more of experience in Medicaid, special education, or health insurance billing practices

Preferred Qualifications

Bachelor's degree in business, accounting, education, public or human services administration.
