Overview

The Vermont Agency of Education (AOE) seeks a dynamic leader to serve as the State Director for Title IV Part A, which provides federal funding to support well-rounded education, safe and healthy schools, and effective use of technology, and the Migrant Education Programs. This role oversees the disbursement of over $6 million in Title IV Part A funds, ensuring compliance with program requirements while reviewing grant applications, monitoring LEA performance, and providing technical assistance to schools. The director develops workshops, updates program materials, and contributes to the strategic direction of the CFP Team. They also administer the Migrant Education Program, providing oversight to subgrantees, ensuring accurate data reporting, and addressing the unique educational needs of migratory children and youth.

Title IV Part A Program:

  • Manage the annual disbursement of over $6 million in Title IV Part A funds to Vermont school systems, ensuring compliance with federal requirements.
  • Review and respond to grant applications and amendments in coordination with the Consolidated Federal Programs (CFP) Team.
  • Conduct monitoring visits and desk reviews to evaluate local education agencies' (LEAs) compliance with federal requirements.
  • Provide technical assistance to LEAs on effective and compliant use of Title IV Part A funds through consultations, memos, and direct support.
  • Develop and deliver workshops for conferences.
  • Maintain and update program-specific web resources and materials.
  • Collaborate with state and national Title IV Part A program staff to align funding and activities with federal and state initiatives.
  • Track LEA expenditures, calculate required set-asides, and contribute to the CFP Team's strategic planning efforts to maximize program impact.
  • Collect and report data to meet Department of Education requirements.


Migrant Education Program:

  • Oversee the subgrantee's development of policies and resources to support the unique educational needs of migratory children and youth.
  • Monitor subgrantee performance to ensure compliance with program requirements and alignment with recognized best practices.
  • Represent Vermont at national meetings and collaborate with interstate colleagues to improve program outcomes.
  • Review and update the Migrant Education grant application and lead the review process,
  • Coordinate with data specialists and vendors to ensure accurate enrollment, data collection, and reporting.


Knowledge, Skills, and Abilities:

  • Strong interpersonal skills and ability to build positive relationships.
  • Ability to organize multiple information streams and self-motivate.
  • Proficiency in modern office practices, including word processing, database management, and spreadsheets.
  • Strong verbal and written communication skills.
  • Experience operating in virtual settings, including facilitating meetings and managing shared documents.
  • Ability to deliver training and provide technical assistance effectively.
  • Skill in enforcing regulations with tact and diplomacy.

Environmental Factors

Work is generally performed in a standard office setting but significant travel may be anticipated for which private means of transportation must be available. Some work outside of normal work schedule may be required. There may be considerable interaction with a variety of publics and strong differences of opinion may be encountered.

Minimum Qualifications

Bachelor's degree in education, public administration, or related field AND four (4) years or more at a professional level in education, program development, or leadership role in a public or private educational institution.
OR
Three (3) years or more of experience as an Education Consultant II with the State of Vermont.

Preferred Qualifications

Master's degree.
