The Vermont Agency of Education (AOE) seeks a dedicated and detail-oriented professional to serve as the State Director for Title II, Part A. This position plays a critical role in managing a significant federal program under the Elementary and Secondary Education Act (ESEA), overseeing an annual allocation of over $10 million in federal grant funds. These funds, intended to increase student achievement through the preparation, training, and retention of high-quality educators, include both School District formula grants and state-level activity funds. Additionally, the Director will oversee Title IV-A state-level activity funds, ensuring compliance with federal requirements and promoting effective use of resources to support Vermont's schools, educators, and students.

This role offers the opportunity to impact the quality of education across the state while fostering collaboration and ensuring compliance with federal education standards.Key ResponsibilitiesOversee the disbursement of Title II-A federal education funds to Vermont school systems in compliance with program requirements.Review and respond to initial grant applications and amendments in collaboration with the Consolidated Federal Programs (CFP) Team.Conduct monitoring visits and desk monitoring to ensure program compliance.Develop a thorough understanding of ESEA, with a specific focus on Title II-A and state-level uses of Title IV-A funds.Provide technical assistance to LEAs on the effective and appropriate use of Title II-A funds through individual support, memos, and meetings.Plan and deliver workshops for CFP conferences.Maintain and update program-specific web content to ensure accuracy.Contribute to the strategic direction of the CFP Team by enhancing practices, ensuring compliance, and maximizing fund utilization.Collect and report required Title II-A data to the U.S. Department of Education.Track sub-grantee spending and provide ongoing technical assistance to promote timely and effective use of funds.Collaborate with federal and other state agency partners to ensure maximum effectiveness of program implementation.Collaborate across the Agency of Education (AOE) to align IIA and IVA state-level activity fund use with programmatic initiatives and compliance.Work with institutions of higher education, School District, and Agency, and external partners and stakeholders to design and implement programs that support attracting, preparing, and retaining excellent educators for Vermont schools.Key Skills and Abilities: Ability to interpret and apply complex federal regulations and guidance, including ESEA and Uniform Grants Guidance, with consultation from federal program officers, state colleagues, and national technical assistance organizations.Excellent oral and written communication skills, including the ability to articulate complex regulatory requirements clearly and concisely to diverse audiences. Strong listening skills, with the ability to engage without judgment and critically assess and improve existing practices.Broad understanding of Vermont's current educator needs and licensure requirements, particularly in relation to educator preparation, professional learning, and retention.Ability to work collaboratively with internal and external stakeholders, including federal and state agencies, schools, institutions of higher education, and technical assistance organizations, to achieve program goals.Familiarity with tools and systems (i.e. Microsoft application, Grants Management system, or similar) for financial tracking, data collection, and reporting to support program oversight and compliance.
