Supervises and coordinates the work of assigned Information Technology (IT) professionals in a line of court business or technical discipline to oversee the day-to-day operations and provide direction on work priorities and technical solutions to enhance the capabilities of the Judicial Information System (JIS) that support Washington Courts operations.
Reporting to an Information Services Division (ISD) Section Manager, this supervisory position coordinates activities related to a specific AOC application portfolio or technical discipline as assigned and determined by the AOC. The IT Supervisor is assigned full supervisory responsibilities.

WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION

This position requires at least 1 day per week working onsite at AOC facilities
Duties
- The supervisor is delegated full supervisory duties for the Enterprise Data Services unit, including: overseeing daily operations; onboarding, orientation, and training of new staff; setting and communicating job requirements, performance expectations and standards; managing performance; taking action on leave requests; recommending travel, training, purchases and equipment to Section Manager; resolving minor workplace conflicts; workforce planning; making recommendations to the ISD EDS Manager for discussion with the ISD Director regarding hiring, discipline and termination actions; and acting as liaison to other AOC sections (e.g., HR, Staff Services, CSD) for the unit. This position works closely with business and project stakeholders and their section managers to implement established directions and priorities for IT solutions serving the needs of the Washington courts. Supervises a team of at least five (5) technical positions.
- Oversee the technical operations of Enterprise Data Services team’s technical portfolio.
- Collaborates with the AOC business owner.
- Ensures all ISD technical policies, processes, procedures and reviews are followed and adhered to.
- Provides expert level advice to the business owner regarding technology solutions and facilitates business partner communications, if applicable.
- Provides input to business, vendor(s) and AOC Management to develop application portfolio or technical discipline strategy and ensure that strategy aligns with the AOC Enterprise Technology Strategy and Roadmap. Establish long-term strategic objectives for inclusion in the technical roadmap.
- Coordinates with the Enterprise Data Repository Section in planning and delivering enhancements, architectural design, development, reporting and analytics that deliver value across the Enterprise Data Services application portfolio and technical discipline.
- Partners with internal and external IT groups to develop and support systems and services.
- Provides supporting documentation or artifacts to assist with the decision-making process.
- Manages staff and ensures the team delivers high quality products in coordinated releases with planned schedules.
- Understands technology operations and how the business application/system impacts these operations as well as how technology operations impact the business.
- Keeps abreast of new technology and how it can be applied in alignment with the AOC Enterprise Architecture direction to benefit the courts.
- Provides input to ISD planning and budgeting.
- Performs other duties as required.
Qualifications
Qualifications and Credentials
Relevant experience may substitute for education on a year for year basis.
Required:
A Bachelor’s degree in information technology, business or public administration, or an allied field; Master’s degree or post-graduate work preferred; AND:

At least ten (10) years of combined experience in systems development, systems analysis, database administration, IT project management, business analysis, business process management or requirements engineering.

Demonstrated experience executing supervisory responsibilities through:
- At least four (4) years of senior level experience in system life-cycle development and support of complex IT systems; OR
- At least four (4) years of progressive responsibility, including decision making, leading teams, coaching and mentoring staff; OR
- At least five (5) years of experience as a technical lead, technical analyst, solutions architect or other technical specialty.

- Certified Project Manager or equivalent
- Scrum Master Certification
- Professional technical certifications

- Proven ability to work effectively with business owners, business analysts, other architects, application development and testing staff, project managers and managers within a large matrix organization.
