Job Title: Cost Allocation and Grants Director (WMS03)
This position serves as the Cost Allocation and Grants Director for one of the largest and most complex cabinet agencies, the Department of Children, Youth, and Families (DCYF). This position applies advanced management skills and principles with a strategic approach and results oriented focus. The expert Director leads and directs the Cost Allocation and Grants unit toward high-level, long-term, strategic goals critical to the agency, clients, and the public requiring cross-program and cross-agency leadership and collaboration.
This position is principally responsible for ensuring appropriate management and cost allocation of state, local, and federal dollars for DCYF. This position is responsible for federal interpretation and determining service and administrative eligibility for selected areas of the federal Social Security Act under which the department claims federal dollars to ensure costs are allocated appropriately to federal and state funds for applicable DCYF programs and services provided to children, youth, and families in Washington State.

The Cost Allocation Director has authority to make decisions and oversee key financial responsibilities as delegated by the DCFOO and Chief Financial Officer (CFO) and will:
Provide technical consultation and expert guidance to ensure compliance with department, state, and federal policies and regulations relating to cost allocation financial systems and financial reports. This position ensures compliance through advanced management skills overseeing senior professionals, each of whom play a critical role in the decisions that directly impact DCYF and the clients served.
Analyze, interpret and provide guidance and direction to the DCFOO, CFO, and DCYF programs on state and federal laws and regulations to determine eligible expenditures and coordinates subsequent implementation with staff across the Department.
Serve as a key advisor by responding to inquiries from the DCFOO, CFO, and Executive Management, as well as budget and legislative staff during session, by providing interpretation of federal law and policy and assistance in the application of CCDF, Titles XIX (Medicaid), Title IV-E, Title IV-A (TANF), and SSBG. Continuously reviews federal and state law, policies and regulations to ensure federal funds are maximized and to ensure compliance.
Ensure the correct federal financial participation rate is in place for services to children, youth, and families.
Accurately interpret and apply state and federal laws on cost allocation accounting and funds management and communicate changes to financial leaders and agency staff.
Independently manage and process the monthly cost allocation actions to ensure federal funds are cost allocated in accordance with federal guidelines and regulations, State Plans, and the Public Assistance Cost Allocation Plan as approved by the Federal Government.
Represent DCYF in discussions with other state agency representatives on cost allocation principles, methodologies and analysis. This position may facilitate these discussions or simply attend.
Lead, plan, and strategize initiatives within FSBD.
What we are looking for (required qualifications):
- Bachelor’s degree* with major course of work in business administration, finance, accounting, economics, or a closely related field from an accredited institution whose accreditation is recognized by the US Department of Education or the Council for Higher Education Accreditation (CHEA), or foreign equivalent.
- Seven (7) years of progressively responsible and multi-dimensional experience in managing people and program(s) in finance services/budget related operations in a leadership role, preferably with local, state, or federal government agencies, and management experience related to oversight and regulatory services, knowledge of project management, and data and data analysis.
- Three (3) years of experience in a management or supervisory capacity.
NOTE*: Additional years of experience may substitute year for year for education.
Preferred/Desired Education, Experience, and Competencies:
- Masters’ degree with a major in finance, accounting, engineering, economics, or related field.
- Five (5) years of experience in a management or supervisory capacity.
- Certifications related to a career such as Certified Public Accountant.
- Supervisory or managerial and leadership experience, preferable in Washington state government.
