We're looking for a Data Access Coordinator/Management Analyst 4 (MA4) to join us in the DCYF Office of Innovation, Alignment, and Accountability (OIAA). The Data Access Coordinator is responsible for ensuring the secure delivery and management of data for research, evaluation, and reporting while maintaining DCYF's role as a leader in open data in Washington State. This position requires the highest level of ethics, integrity, confidentiality, and compliance with Washington State and agency policies. The employee is expected to work with colleagues inside DCYF and at agencies and research institutions across the country to ensure that authorized data is shared securely and on time. This work is critical to understanding and improving the experiences of individuals receiving services from DCYF. This position also leads the agency's open-data initiative, which ensures increased public access to data while maintaining the confidentiality of DCYF clients. The Opportunity:
The Data Access Coordinator is responsible for the data governance functions within OIAA. This position serves as the designated OIAA lead responsible for ensuring appropriate legal protections are in place to permit data release and safeguard agency data while supporting external research, evaluation, and analysis. This position serves as a liaison between DCYF and external data requestors to identify support for proposed data sharing and to determine feasibility and capacity within DCYF. This position ensures that all internal and external research and evaluation proposals are reviewed and meet DCYF expectations prior to submission to the Washington State Institutional Review Board. This responsibility includes support for the development of policies and processes.
Some of what you will get to do:
- Ensure the secure delivery of data to external parties and support parties in accessing data.
- Participate in the development of and monitor OIAA data share contracts to ensure compliance.
- Determine the initial scope of data share content necessary to ensure the data is shared in compliance with state and federal law; develop text for data share contracts and monitor compliance.
- Provide consultation on data-sharing agreement development, document and maintain OIAA data-share agreement log.
- Review external research proposals and determine if data is available and reliable for proposed research projects; if data is available, estimate the number of hours of staff time to produce the data.
- Support internal and external researchers and evaluators in meeting the requirements of the Washington State Institutional Review Board (WSIRB) and serve as the primary liaison with WSIRB.
- Document internal process flow and procedures necessary to support data share contract completion.
- Implement program, process, and technological improvements.
- Review specific requirements of each research study/project; support and track research efforts.
- Provide timely updates to Data.wa.gov ensuring data is disclosable and that necessary meta-data is published for external accessors.
Required Qualifications:
A Bachelor’s Degree in business or public administration, planning, social work, public health, or other closely related human services field AND four (4) years of experience in analyzing policies, laws, rules, regulations, or management of public-serving programs, or a comparable combination of graduate education and experience.
OR
An equivalent combination of education and experience, as noted above, totaling eight (8) years.
AND
- Previous experience using data and communicating about data to technical and non-technical audiences.
- Demonstrated ability to use Microsoft Office suite, including Word, Excel, and PowerPoint; ability to create and maintain spreadsheets, project management tools, and visualize results for maximum comprehension by diverse audiences.
- Demonstrated ability to work independently and cooperatively as a team member, managing multiple work projects and being a motivated, self-starter able to manage competing priorities with competing deadlines.
- Demonstrated excellent written and verbal communication skills.
- Demonstrated strong interpersonal skills, including the ability to mediate multiple perspectives and come to a resolution.
- Demonstrated fundamental knowledge and understanding of information technology concepts and systems.
Preferred/Desired Qualifications:
- Demonstrated knowledge of the structure and interrelationships of Washington State Government, and experience building teams of people from diverse backgrounds or having an array of skills or experience.
- Previous administrative or managerial experience in health and human service-oriented careers; deep programmatic knowledge of early learning, child welfare, and/or juvenile rehabilitation.
- Demonstrated knowledge and experience with contract management, policy research, Institutional Review Boards, data quality review, and data governance or data security.
- Demonstrated knowledge of federal and state laws and regulations associated with data sharing and privacy; including federal regulations regarding the protection of human subjects in research and evaluation.
- Demonstrated a detailed understanding of data quality principles, strategies, and collaborative decision-making.
- Demonstrated skills in identifying problems, clarifying and prioritizing needs, and providing resolution.
- Demonstrated flexibility in response to changing requirements and ability to balance competing demands.
