Location: Spokane, WA. Full-Time/Telework/Remote work at the discretion of the DCYF administration.

Salary: $3,811.00 - $5,117.00 Monthly
The Department of Children, Youth and Families (DCYF), Financial and Business Services Regional Operations Center (ROC) is looking for a detail-oriented individual with outstanding customer service skills to fill our Fiscal Analyst 2 position. You will have opportunities to learn and grow while making a difference for our customers, your team, and our agency. In this position you will process, track, reconcile, balance, and enter transactions related to purchasing, travel, purchase cards, negotiables, and accounts payable for DCYF Regions 1 & 2 within the Regional Operations Center.

The Opportunity:
We need your fiscal expertise to perform professional entry-level financial review and analysis of accounting, budgeting, and auditing of fiscal data. You will develop your own work methods and complete complex, multiple, and detailed tasks within the business unit. You will respond to inquiries regarding requests and services and exercise good judgement and problem-solving ability to complete all assignments in a timely and accurate manner.
Some of what you will do:
- Prepare accruals, reviews, and input accrual batches for operations and bills, including client and program-specific items.
- Research expenditures and track expenditures to assist with fiscal year estimates.
- Fiscal year close interagency payables/receivables & other FY close activities for programs.
- Process Warrant cancellations for payments.
- Prepare common cost accruals.
- Process any tax/fee payments on behalf of the Regional Operations Center.
- Prepare/coordinate responses to audit findings and Corrective Action Plans.
- Maintain a contract/vendor log to track contract payments and analyze expenditures.
- Monitors and submit timely payment for various regional goods and services.
- Reconcile the local fund checking accounts and reconcile/pay Purchase Card bills.
Required qualifications:
A Bachelor's degree OR Equivalent education/experience four (4) years total).
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
- A Bachelor's degree, which includes at least 18 quarter or 12 semester hours of accounting, auditing, or budgeting and two (2) to three (3) years of relevant professional experience.
- A Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant.
- Strong analytical, research and problem-solving skills to determine, diagnose, and resolve issues.
- Recognize and strategically analyze the risks, benefits, opportunities and associated costs of a prospective action.
- Embrace changing business needs and adapt approaches, goals, and methods to achieve success in a dynamic environment.
- Quickly process large quantities of fiscal data with consistency, accuracy, and efficiency.
- Working knowledge of Microsoft Word, Excel, and Outlook, basic math skills and the use of a 10-key calculator.
