Job Title:
Human Resource Consultant 3 (HRC3) Green Hill School-Non-Permanent (6/30/2025)

Location: Lewis County – Chehalis, WA. This position is on-site at our maximum security Juvenile Rehabilitation Institution, Green Hill School.

Closes: March 9th, 2025

Salary: $4,987.00 - $6,705.00 Monthly.


The salary listed above does not include the additional 5% premium granted to the 24/7 institution in-person employees.

The Opportunity:

We’re looking for someone who will exemplify DCYF's core values of inclusion, respect, integrity, compassion, and transparency and help facilitate our vision that "All Washington's children and youth grow up safe and healthy – thriving physically, emotionally, and educationally; nurtured by family and community." This role supports the agency's goal of safeguarding children and reinforcing families at our max security Juvenile Rehabilitation Institution Green Hill School. Responsibilities include offering initial HR guidance to managers, supervisors, and employees on human resource matters, such as DCYF policies, WAC Civil Service laws, Collective Bargaining Agreements, and regulations related to FMLA and FLSA.


Some of what you will get to do:

  • Provide confidential, legally defensible, consultation, advice, guidance, and support to a wide range of employees.
  • Consult with employees and supervisors on FMLA and Shared Leave-related issues.
  • Review, analyze, and advise appointing authorities, managers, and supervisors on employee conduct and performance issues.
  • Researches and provides information for litigation, arbitration, and disciplinary case preparation.
  • Provides labor relations guidance to customers in partnership with the Labor Relations unit.
  • Participates in grievance hearings and provides guidance and advice to management throughout the grievance process.
  • Coordinates with the centralized recruitment team, assists in recruitments, and confirms compliance with agency policy and procedures.
  • Consults with AAGs, union representatives, outside attorneys, and employees on a variety of complex and sensitive human resource issues and advises management accordingly.


Required Qualifications:

  • Equivalent education and experience totaling six (6) years of progressively responsible, paid, professional experience in Human Resources or related field.

OR


  • Bachelor’s degree with a focus in business, human resources, or related field from an accredited college or university AND two (2) years of professional human resource experience that includes one year of Human Resource Information System processing.


Desired Qualifications:

  • Working knowledge of HR-related WACs, RCWs, Federal laws, agency policies and procedures, and CBAs.
  • Six (6) months or more experience using NeoGov and HRMS.
  • SHRM-CP/SCP, S/PHR, or other professional HR certification.
  • Lead/supervisory experience.
