Location: Ellensburg, WA

Salary: $4,194.00 - $5,643.00 Monthly. The posted salary does not include an on-site 24/7 facility 5% premium.


The Department of Children, Youth and Families (DCYF) is looking for a Juvenile Rehabilitation Counselor (JRC1) to join our team at Parke Creek Community Facility (CF), a Juvenile Rehabilitation (JR) minimum security residential program that serves adjudicated youth preparing to return to their homes and communities.

The Opportunity:

As a Juvenile Rehabilitation Counselor 1, you will assist our counselors to provide comprehensive case management, transition and reentry planning, counseling, and treatment services as you supervise an assigned caseload of youth for compliance with program and treatment plan requirements. You will act as the Medical Liaison and provide oversight of facility medical, dental, and treatment services. This position ensures that health care requirements are met. As you prepare youth and their families for re-entry back into the community, you gain experience that when combined with education (four years or just a Bachelor’s degree), prepares you for promotion into Juvenile Rehabilitation Counselor 2 jobs. Some of what you will do:

  • Train and onboard new staff on medical expectations and requirements.
  • Create monthly medication charts and keep confidential resident records organized.
  • Audit and manage resident medication intake including supervising youth self-administration of prescription and non-prescription medications.
  • Schedule appointments as requested and needed by policy.
  • Manage medical insurance and billing documentation.
  • Transport and monitor residents to and from school, work, and community-based appointments.
  • Awaken residents, assign and supervise completion of facility chores to meet health and hygiene standards, and serve and supervise meals.
  • Assist Counselors in providing supervision and services to youth and families in the facility and community.
  • Organize and supervise group recreational activities.
  • Assist youth in job searches, and attending school, vocational, employment and community service.
  • Develop employment treatment and reentry plans.


What we are looking for:

An equivalent combination of education and experience, totaling four years

.OR

A Bachelor’s degree

OR

Two years of college education, AND two years of experience as a Juvenile Rehabilitation Security Officer 1 (JRSO1) or Juvenile Rehabilitation Officer 1 (JRO1).

OR

Two years of college education, AND two years of experience in casework, counseling, probation and parole, social services, planning, directing or facilitating youth group activities or experience in a related field.

Note: A Master’s degree in Psychology, Sociology, Social Work, Social Sciences, or in an allied field will substitute for one year of experience.

Note: A degree in social work must be from an educational program accredited by the Council on Social Work Education.


In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Provide direct care to youth in a community environment.

  • Monitor and manage youth in an unsecure residential setting in the community.

  • And maintain stakeholder relationships in the community that support successful transition/reentry of youth.

  • Understand adolescent development and juvenile rehabilitation practices and principles.

  • Provide cognitive/behavioral therapeutic interventions.

  • Competency in relating to clients from diverse backgrounds and cultural groups.

  • Knowledge of group behavior and dynamics, social trends and influences related to juvenile delinquency.

  • Ability to use de-escalation techniques approved for intervention by JR with verbally and or physically aggressive youth.

This position requires a valid unrestricted (other than corrective lenses) driver's license.
