The Washington State Department of Corrections is seeking a highly motivated and qualified individual for the position of Fiscal Analyst 3 located at the DOC Headquarters in Tumwater, WA. This is a full-time, permanent position


As a member of the DOC Business Services Payroll Team, and under the direction of the Agency Payroll Officer, this position supports the Department's goals and objectives by developing systems and processes that ensure that every paycheck created will be treated as if it were their own and that the fiscal responsibilities the State of Washington are met with the highest level of integrity.

Duties

Duties may include but are not limited to:
Shared Leave Specialist
  • Developing and maintaining procedures to ensure the efficient and effective processing of employee Shared Leave benefits.
  • Process all shared leave both within agency and outside of agency.
  • Provide support and direction in the absence of supervisor, assisting staff with technical problems related to shared leave and employee benefits.
G/L Reconciliation
  • Compliance with the OFM reporting requirements for the assigned G/L.
  • Narratives included on the reconciliation report will be of appropriate detail to serve as an audit trail.
  • Research anomalies and prepare appropriate journal voucher(s).
Annual Sick Leave Buyout
  • Developing and maintaining procedures to ensure the efficient and effective processing of employee Sick Leave Buyout.
Payroll Lead
  • Assisting payroll processing staff with complex technical problems related to payroll processing.
Other tasks as assigned.

Qualifications

Required Qualifications:
  • High School Diploma or GED
  • 12 Semester or 18 Quarter hours of accounting credits from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent.
  • Three years of relevant professional experience. Relevant experience is defined as Fiscal Analyst 1 or above level work.
    • Provided that a candidate possesses a degree focused on accounting or business management/administration: an AA degree can be equivalent to 1 year required work experience, and BA degree or above can be equivalent to 2 years of required work experience. Equivalencies to be reviewed by Comptroller/designee, degrees outside of focused areas will NOT count towards experience requirements.

Preferred Qualifications
  • A business focused Bachelor’s degree from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent, with minimum 20 accounting credits to include Accounting 201, 202, 203 and Governmental Accounting.


Special Requirements/Conditions of Employment

  • Accounting 201, Accounting 202, and Governmental Accounting from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent, or the ability to obtain the listed credits/courses within six (6) months from the date of hire.

Telework Details
This position may be eligible to telework after initial in-office training is complete. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility as business requires.
