Duties

About the Position:
We protect consumers and advance the financial health of Washington State by providing fair regulation of financial services and educating consumers to make informed financial decisions. As a financial examiner, you will largely work independently and perform complex analysis in politically sensitive situations or analyze financial services companies to assess their status.

Some of What You Will Do:
  • Serve as examiner-in-charge of complex consumer loan, mortgage broker, check casher and seller, escrow, money transmitter, and currency exchangers examinations. Complex work generally means working in environments with a high degree of political sensitivity, work in which a mistake could have a high cost to the agency and to the public, work involving novel issues not adequately covered by existing written procedures/manuals which requires the development of new techniques and work methods.

  • Analyze financial conditions of trust accounts, liquidity, capital adequacy, profitability, asset quality, warehouse lines and capacity to lend, deposit and disbursement procedures, investment portfolios and investment strategies, contractual arrangements with vendors, bonding, and insurance coverage.

  • Analyze real estate or non-real estate lending and brokering disclosures, operational controls, compensation practices, underwriting and consumer ability to repay analysis, sales and advertising practices, and loan closing procedures. Employ the use of examination workbooks and software in analysis of these areas.

  • Analyze transaction databases, call reports, NMLS analytics, assessments, recordkeeping and reporting requirements.

  • Investigate predatory lending practices, such as loan flipping, engaging in fraud or deception to conceal the loan obligation. Analyze complex fraudulent transactions or practices.

  • Participate and lead joint and coordinated examinations with other states and federal agencies.
  • Independently prepare concise, comprehensive, and accurate reports of examinations of complex institutions. Identify violations of laws and regulations. Ensure findings are sufficiently supported and documented. Demonstrate a high-level of technical writing skills and attention to detail in the drafting of reports.

  • Work closely with the Office of the Attorney General in developing, planning, and executing the strategic and litigation approach for the Division’s enforcement cases. Testify in a variety of venues, including administrative proceedings, civil actions, criminal trials, and agency hearings. Participate in or under supervision and direction, conduct negotiations of resolution on behalf of the Director.

  • Attend schools, conferences, training and staff meetings for ongoing education regarding regulations and examination techniques. This may include preparing and presenting at schools, conferences, staff meetings, or to the public.

Qualifications

Required Qualifications:
12 semester or 20 quarter hours in accounting, finance or economics.

Desired Qualifications:

A Bachelor’s degree with major study in finance, business administration, economics, accounting, or related field including at least 12 semester or 20 quarter hours of accounting, finance, or economics.

AND/OR

Five years of professional experience in one of the following:

  • accounting or auditing.

  • analyzing or examining regulated entities.

About The Division:

In the Division of Consumer Services, consumer protection is at the heart of what we do, whether we are regulating emerging FinTech industries like those dealing in cryptocurrency or more established forms of money transmission, escrow, consumer lending, and loan servicing. We license and conduct examinations of the people and companies in those industries and take action against those who violate the law. We pride ourselves on helping people - by ordering refunds or restitution for consumers, by enhancing the efficiency and effectiveness of state government, and by working to maintain robust, healthy financial industries.

Official Work Station:
The examiners place of duty is their home, but work is accomplished with a combination of office and field work. Examiners work a flex schedule, some evenings and weekend work. This position has a high degree of travel inside and outside of the state ranging from 5% to 75% of the employee's time.
