Support the conservation efforts of the Toxics Biological Observation System (TBiOS) team in the Puget Sound region.
Provide program management, fiscal, and other business support expertise to the TBiOS work unit including, overseeing a $4.5 million biennial operating budget from various sources, devising spending strategies, monitoring expenditures, and administering contracts.
What to Expect-
Develop and manage TBiOS budget:
- Develop and maintain the TBiOS Unit’s $4.5 million biennial operating budget totals and allotments in coordination with Division leadership.
- Work with TBiOS scientists to evaluate all new grant money or other receivable funds supporting new TBiOS projects as they arise.
Develop and manage contracts:
- Develop, manage, and approve (on behalf of TBiOS scientific and biological staff or the Division Manager) all TBiOS Unit contracts, including payable and receivable contracts with both private and public entities, personal service contracts, and interagency agreements.
Coordinate and manage TBiOS activities with administrative business needs:
- Serve as the liaison between TBiOS science staff and administrative staff for all financial and business matters, including legislative bill analyses, periodic fiscal reports to DFW’s executive team, and information transfer to other Management Analysts or business/financial staff in the agency.
- Coordinate major administrative activities such as office or lab reconfigurations.

Required Qualifications:
Option 1: Bachelor’s degree in business administration, public administration or accounting or related field and three (3) years of experience with analyzing policies, project administration, contracts, or budget management.
Option 2: Four (4) years of experience with analyzing policies, project administration, contracts, or budget management.
Preferred Qualifications:
- Demonstrating an understanding of strategic planning, process improvement, project management principles and techniques, and LEAN principles and techniques.
- Developing, managing, and administering complex budgets.
- Planning and public policy formulation.
- Proficiency with Outlook, Word, Excel, Agency Financial Reporting System (AFRS), Enterprise Reporting and Web Intelligence reporting.
Knowledge of:
- State and federal accounting policies and regulations.
- Office of Financial Management (OFM) financial reporting systems and state coding structure for expenditures and revenues.
- Legislative process.
