This is a full-time, permanent Health Services Consultant 2 (HSC 2).
After an initial training and review period, this position will work in-person, onsite 1-2 days per week at our Tumwater, Washington campus.
A partial telework schedule will be considered upon request and supervisory approval.

Join the Department of Health’s Health Systems Quality Assurance (HSQA) Division as a Compliance Monitoring Specialist (HSC 2) in the Office of Investigative and Legal Services (OILS).
This journey-level role focuses on monitoring and supporting healthcare professionals and facilities to comply with sanctions and orders resulting from disciplinary actions. You'll play a vital role in upholding the integrity of our healthcare system and ensuring compliance with legal and ethical standards.

The Health Systems Quality Assurance (HSQA) division plays a crucial role in regulating and licensing over 400,000 healthcare professionals and 7,000 facilities, ensuring safe and effective healthcare delivery. Within HSQA, the Office of Investigative and Legal Services (OILS) investigates and resolves complaints to uphold high standards of patient care.
What You’ll Do As the Compliance Monitoring Specialist (HSC 2), you will:
- Oversee a caseload of healthcare professionals and facilities, ensuring compliance with disciplinary sanctions and reinstatement conditions.
- Communicate with respondents to clarify expectations, review submitted documentation, and provide reminders of due dates.
- Analyze case details and track compliance data using HSQA’s database and Microsoft Office tools.
- Collaborate with attorneys, investigators, and program staff to address compliance issues and recommend actions.
- Present cases to disciplining authorities and testify at hearings, if needed.
- Contribute to team improvement efforts by providing insights to workgroups and refining compliance processes.

Location and Flexibility
Enjoy the flexibility of our hybrid work environment, where you can balance working from home and collaborating in the office. After an initial training and review period, it is anticipated that you’ll be expected at the DOH facility located in Tumwater, Washington for work activities 1 to 2 days weekly. The position may need to travel within Washington State for meetings and training.
Required Qualifications
You must meet ONE of the options provided and any additional criteria listed. Experience may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
Option 1: Two (2) or more years of experience in each of the following areas:- reviewing and managing multiple contracts or legal orders with set deadlines.
- communicating via written or verbal means terms and conditions of a contract or legal order
- providing expert advice to managers, decision-makers, or their designee about how to implement a best practice or legal requirement.
Option 2: One (1) or more years of experience in a Department of Health regulatory position with an emphasis on health professions, health care facilities, complaints, legal, compliance, or enforcement; AND Six (6) months of experience using the Integrated licensing and regulatory system (ILRS).

- Six (6) months or more of complaint or case management experience in a health profession program experience in a health or legal arena.
- One (1) or more years’ experience with the health care disciplinary systems and processes.
- One (1) or more years of experience reading, understanding, implementing, and explaining complex legal orders, legislation, or rules.
- One (1) or more years of experience reviewing documents, certificates, or course material related to continuing education for health care providers.
