The Lead Compliance Officer employed by Hartstene Pointe Maintenance Association shall be primary responsible for Code Compliance Enforcement throughout the community as well as at Indian Cove Marina and reports directly to the HPMA General Manager. The Compliance Officer is also responsible for the supervision and training of the part-time field code compliance staff. The Compliance Officer shall have the primary responsibilities outlined below with secondary responsibilities to support and work closely with all staff in the performance of crossover duties. The code compliance officer is CODE ENFORCEMENT ONLY: NOT SECURITY and will refer residents to Law Enforcement or other Emergency Services accordingly depending on the situation.

These are general guidelines. The Compliance Officer is expected to perform duties with minimum supervision and is required to use tact, diplomacy, and mature judgment while refraining from behavior that reflects negatively on the image of Hartstene Pointe.

PRIMARY COMPLIANCE RESPONSIBILITIES

Compliance

  • In field Rounds, check for R&R compliance; check for suspicious activity, maintenance needs, storm damage, and other situations that may require reporting to the GM or other departments
  • Code enforcement: CC&R’s and Rules & Regulations, collect evidence of violations
  • Incident response as needed; Fire, Medical and Sheriff (Does not get in harm’s way – information or emotional support only)
  • Liaison with Local Authorities: Sherriff, Medical and Fire
  • Emergency Preparedness: Liaison with CERT and D-Prep Committee
  • Maintain Compliance truck for safe operation and appearance
  • Supervision of after hours on-call staff

Violations

  • Prepare letters to Lot Owners for CC&R/Rules violations and track via Condo Control software
  • Keep file of active violations until closed out and/or satisfied
  • Manage records for issued violations
  • Prepare Violation Reports for BOD meetings
  • Coordinate with Office Manager for required invoicing of violation fines

Maintenance

  • Walking trails and grounds, light maintenance and janitorial assistance as needed. Report issues needing attention to GM, Maintenance, or Custodian

Pool Monitor Assistance

  • Assist Pool Monitors in enforcement of pool rules & regs

Communication

  • Contribute Code Compliance related articles to the HPMA quarterly newsletter
  • Notify the General Manager and Office Manager of problems that need to be brought to his/her attention

Part of the Code Compliance Officer’s Duties are effectively that of Harbormaster

Compliance and Safety at Indian Cove Marina

  • Maintain logs that include, but are not limited to, noting unsafe conditions, maintenance performed/required, supply needs, problems, resolutions, etc. (A)
  • Perform daily walks of the dock looking for maintenance issues and to ensure boats are secured with no obvious issues with them. Check Electrical Breaker Panel once a week (A)
  • Track vessels in marina and verify that requirements for moorage are satisfied per the Rules & Regulations and that vessels are legally moored (B)
  • Notify owner/lessee if boat has an emergency (sinking, adrift, threatening damage to dock or other vessels, leaking oil/fuel). If not able to reach owner/lessee, take emergency action and log incident (B)
  • After major weather events, make an immediate inspection of the docks/boats and re-secure as necessary and then: (B)
  • Send out email blast to slip owners an email as to the overall status
  • Plus individual contact to slip owners effected by the storm
  • Verify transient moorage credentials are in order (condo control tracking) (A)
  • Assist transient boats to ensure they are in the proper slip. Move boats as necessary (B)
  • Remove hazardous debris from dock and around boats as required to assure safety (A)
  • Maintain safety and informational signage (C)
  • Maintain the moorage equipment, tools, parts, life jackets, and HPMA rowboat (A)
  • Once a week verify CCTV system is operational & notify maintenance if not (A)

Administration

  • Provide reports to the HPMA manager and the moorage committee as established by the HPMA manager and/or the HPMA Moorage Committee (B)
  • Work with Office to verify requirements for moorage are received and current: HPMA Boat Registration, Copy of State or Federal Registration, Certificate of Insurance (B)
  • Receive/record transient slip reservations/usage and provides appropriate billing information to the HPMA office for billing to property owners (B)
  • Assist slip holders who are going to sub lease their slip with necessary paperwork, and the sub lessees with compliance information
  • Manage transient reservations through Condo Control and add markers on dock for reserved spaces (B)
  • Inform slip lessees/property owners of rules/regulations governing the use of HPMA moorage facilities and attempt to resolve violations of rules with affected parties. Report unresolved violations to the HPMA manager for resolution (B)
  • Maintain with HPMA manager a current list of qualified and approved harbormaster substitute personnel; Coordinate, in a timely manner, the hiring and scheduling of substitute personnel with the HPMA manager; notify moorage committee of substitute harbormaster hiring/scheduling, provide substitutes with list of duties (B)
  • Contribute marina related articles to the HPMA quarterly newsletter (A)
  • Download/print/ laminate and Post Walkers Landing, Pickering Passage Tide Charts at Marina and clubhouse every month

General

  • Attend moorage committee meetings and provide reports on marina activities, etc. (B)
  • Perform additional duties as assigned/or required. (B)

REQUIRED KNOWLEDGE AND SKILLS

  • Understanding of CC&R’s, R&R’s of Hartstene Pointe as well as the Marina Rules and the ability to answer questions pertaining to them and enforcing them.
  • Maintaining confidentiality in sensitive matters pertaining to Board matters, property owners or personnel.
  • Experience in public relations and good customer service skills. Job requires acting in a professional manner when dealing with the public
  • Possess basic office skills such as filing, accurate handling of money, telephone and fax procedures, and calculator use, operating a personal computer utilizing word processing, spreadsheets and data bases, expense management and mailroom handlings.
  • Working knowledge of correct grammar, spelling and punctuation for use in correspondence – ability to compose a business letter.
  • Perform duties with minimum supervision.
  • Current certification in CPR and First Aid procedures.
  • Must be a high school graduate or equivalent and be in good overall general health.
  • Ability to multitask
  • Comfortable around water
  • Experience with boats and/or marina operations a plus

SPECIFIC REQUIREMENTS

  • Valid Washington state driver’s license
  • CPR and First Aid certification (HPMA subsidized)
  • Wear HPMA designated uniform
  • Firearms not allowed on duty

TBD: Tentatively Wednesday – Sunday 11am-8pm

Exceptions: Memorial Day & Labor Day Mondays, 4th of July & other holidays as required
