The Department of Natural Resources (DNR) has an exciting opportunity within our Olympic Region for an energetic and enthusiastic leader to join our team as the Assistant Region Manager – Wildfire and Forest Practices. This position assists and supports the Region Manager in implementing Region and Division objectives.

The Assistant Region Manager – Wildfire and Forest Practices is responsible for implementing agency policies and procedures, and for administering the Region’s Fire Management, Forest Practices, Forest Resilience, Equipment Services, and Olympic Correctional Camp programs on approximately 1.5 million acres of public and private forestland within Olympic Region (Clallam, Jefferson, and north Grays Harbor counties).

In this role, you will apply excellent supervisory, organizational management, and communication skills to lead and coach diverse professional staff in our Wildfire, Forest Practices, Forest Resilience, Equipment Services, and Olympic Camp sections. In this role, you will help create and maintain an inspiring team environment with a culture of open communication and innovation. Duties

Responsibilities:

  • Planning, leading, organizing, and controlling the work performed by the Wildfire organizational unit.
  • Managing and monitoring the Region budget for the Wildfire, Forest Resilience, Forest Practices, and Camps programs, and ensuring appropriate and optimum Region allocations.
  • Developing and implementing plans and ensuring resources are available for fire prevention, pre-suppression, and suppression activities to meet Division deliverables and Region objectives on 1.5 million acres of state public and private lands in the region.
  • Ensuring that silvicultural burning on DNR-protected lands is conducted in compliance with the state Clean Air Act and DNR’s Smoke Management Plan and Department policies.
  • Ensuring that forest practices applications received in the Olympic Region are processed on time according to RCW, WAC, rules, and agreements and that approved applications are operationally complied with in the field in accordance with state laws, rules, and agency guidance, including deliverables, to ensure that public resources are protected.
  • Accountable for the management of the Olympic Correctional Camp work crew program in the Olympic Region to meet Division deliverables.
  • Enhancing the effectiveness of employees through timely evaluations and professional development opportunities.
  • Supporting effective and positive communication throughout the organization.

Qualifications

Required Qualifications:

  • A bachelor’s degree in Forest Management, Natural Resources Management, or a related field; AND six years of professional level experience with a demonstrated progression in leadership responsibilities in the areas of land and resource management, personnel management, and wildfire suppression;
    OR An equivalent combination of education and/or experience.
  • Key Knowledge and Skills- General:
    • Knowledge of personnel management principles and merit system rules.
    • Knowledge of agency policies, practices, and procedures.
    • Skills in oral and written communication.
    • Skills in staff month and dollar budget development.
    • Skills in assessing training needs.
    • Skills in agreement and contract negotiations.
  • Key Knowledge and Skills- Forestry, Fire and Camps:
    • Knowledge of forest management objectives, timber management planning, and silvicultural principles.
    • Experience implementing Washington Forest Practices rules, laws and practices, and associated agency policies.
    • Knowledge of logging and forest road construction practices.
    • Experience with wildfire prevention and suppression practices and tactics.
    • Skills in managing complex fire incidents.
    • Knowledge of the Department of Corrections’ policies, procedures, and protocols relative to camp operations and inter-agency use of incarcerated individuals on work crews.
  • These knowledge and skills are demonstrated through the ability of the incumbent to:
    • Work under minimal supervision within the context of broad agency policies.
    • Provide support to the Region Manager in carrying out Region and Division objectives.
    • Provide second-level supervision over multiple work units with one or more supervisors.
    • Use a mix of tactical and strategic thinking to address various budget, fixed asset, human resource, and customer service issues.
    • Develop, recommend, and implement agency strategies, policies, and resource allocation.
    • Build and maintain relationships with internal and external partners and organizations.

Special Requirements and Conditions of Employment:
  • Both indoor (90%) and outdoor work (10%). Correctional Camp activities involve working around incarcerated individuals.
  • Occasional travel to Olympia and statewide several times a year, at least twice quarterly, for meetings. Travel associated with fire dispatches and manager oversight.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
