The WA Cares Fund is a first-in-the-nation social insurance program, created by the Legislature to provide affordable long-term care insurance coverage to all working Washingtonians. This program is one of the latest examples of why Washington State is a national leader in long-term care policy. Our team is the first point of contact for the program, and we are responsible for helping Washingtonians understand this new benefit.

WCF is seeking a Provider Training Curriculum Developer to join our dynamic team within the Aging and Long-Term Support Administration (ALTSA). At ALTSA, we champion choice, independence, and safety for seniors and people with disabilities. Our mission is to provide quality services which empowers people to live with dignity and control over their lives.

Come join us and help support our efforts to create policies and processes related to coordinating how WCF will interact with Medicaid. Your knowledge of long-term care and policy writing will support our efforts to create a seamless experience for our beneficiaries who use both systems.

The Provider Training Curriculum Developer, is a pivotal role as a subject matter expert in curriculum development and WCF staff training, focusing on provider-related topics. You'll drive the creation and refinement of innovative training materials and eLearning policies, ensuring alignment with WCF rules and policies. Your expertise will fuel the research, design, development, and administration of web-based curricula tailored to WA Cares providers, leveraging modern methodologies and adult learning principles. With a commitment to inspiring continual growth, you'll implement cutting-edge strategies that foster a dynamic and engaging learning culture.

This opportunity offers flexible hybrid remote work, may have to travel occasionally to the headquarters in Lacey, WA based on business needs.

What You Will Do:
  • Formulate, cultivate, design, direct, and develop provider-specific training policies, manuals, forms, and related material for the instruction and guidance of both WCF and AAA learners
  • Cultivate, design, develop, implement, and maintain provider-specific training manuals, webinars, modules, and related material for the instruction and guidance of WCF providers.
  • Support the design, development, implementation, and maintenance of content, assets, and other resources.
  • Administer and manage provider-training materials and projects on behalf of WCF.
  • Collaborate cross-agency and cross-teams in the cultivation and development of provider specific training materials and resources.
  • Conduct thorough research and collaborate with subject matter experts to develop and validate content of training material and ensure all relevant standards and accessibility requirements are met.
  • Analyze, interpret, and research regulatory guidelines for WCF that impact training of WCF providers relating to federal or state programs.
  • Implement innovative strategies for learning to engage learners and create a culture of continual learning and improvement.
  • Develop, manage, and administer internal policy on LMS utilization for provider-training projects to maximize standardization and establish best-practice methodology.
  • Administer and curate virtual training content for providers, and both virtual and in-person content for WCF staff.

Who Should Apply
  • 9 years of professional experience using eLearning in these areas: curriculum development, technical skills, training customer service, designing and developing e-learning courses, and adult learning experience.
Or
  • A bachelor’s degree in educational technology, instructional design, social sciences, health sciences/administration, public health, public administration, or education AND at least 5 years’ experience of Learning Management System experience and/or eLearning experience with designing and developing e-learning courses.
Or
  • A master’s degree in educational technology, instructional design, social sciences, health sciences/administration, public health, public administration, or education AND at least 3 years’ experience of Learning Management System experience and/or eLearning experience with designing and developing e-learning courses.

Preferred knowledge, skills, and abilities
  • A degree in education, instructional design, curriculum development, or computer science.
  • Professional experience working in long-term care, social welfare, community social service, or regulatory agency in a staff training role.
  • Experiencing working with ProviderOne.
  • Experience using eLearning tools such as Camtasia, Articulate, Moodle, or a comparable system with the ability to learn and use Camtasia, Articulate, or Moodle.
  • Experience serving as an LMS administrator (preferably SumTotal LMS)
  • Experience working with databases and developing database-driven reports.
  • Experience using Outlook, Office, Excel, PowerPoint, OneNote, Teams, Smartsheet, and Project.
  • Quality Improvement training such as Lean or similar types of quality improvement methodology training.
  • Ability to work effectively and efficiently in a predominantly remote environment.
  • Experience leading engaging and interactive training on platforms such as Teams and Zoom.
  • Experience managing projects or programs.
  • Knowledge of state operations (ALTSA programs and services).
